asofold 7a4a8b0490 [BLEEDING] With NCP 3.16.1-SNAPSHOT: remove plugin enabling, add order. 
* Run from NCP 3.16.1-SNAPSHOT on exclusively.
* Add default order to registration.
* Add true wrapping order to hook event handlers.
* Remove config features for enabling other plugins.
* Remove static instance storing.

Effects remain to be seen...
