Add support for chat components throughout EssentialsX using the Adventure library.
Translations have been converted to the MiniMessage format, and custom message files will be migrated on startup.
This also introduces new options to allow players to see messages in their own language and for server owners to change the main message colours without editing message files.

Bukkit sometimes decides that state changes are also a block placement. Work around this by comparing the previous block state with the new block type.
Fixes#3150.
This PR updates the version of the bStats Metrics class to the latest version, supporting plugin IDs in place of just plugin names. It also adds the following graphs:
- Active permissions backend
- Active economy backend
- Whether or not a command has been used as a bar chart (pending bStats backend implementation)
- Version history graph as a multiline graph (also pending bStats impl)
It also removes the weird `getMetrics` and `setMetrics` APIs which should never have been API in the first place.
This aims to reduce the unintended consequences of granting all Essentials permissions or giving a player op, by defaulting permissions some more permissions to false, including `essentials.hat.prevent-type.<type>`. There's also a new essentials.exempt metapermission to have one parent that controls exemption from kick/ban/mute/etc. This will change behaviour for ops to some extent.
* Move `essentials.build` perm check from AntiBuild into default SuperPerms handler
* Don't emulate wildcards for LuckPerms or PEX
* Add `build: true` meta support for LuckPerms (+ other plugins as needed)
Still a lot of work to do. One thing to note is that I used LEGACY materials in a few spots where I didn't know what the new ones are as I'm not very familiar with the 1.13 update and what it changes.
Prior to this commit, BlockPistonRetractEvent#getRetractLocation() was being used, which is now deprecated after 4 years of when this code was written.
