Prokopyl 7a8ec83d6a Implemented the command management classes (inspired from CommandTools). 
* NEW: Added command management classes.
* NEW: Added an unfinished implementation of /maptool new.
* NEW: Added the shortcut command /tomap (alias of /maptool new).
