Reformat changelog for upcoming changes.
Rearranges and reformats the changelog entry for the upcoming version to better fit with the Keep a Changelog guidelines. We're already grouping stuff decently, but we can do better with section headers. In an entry like this one with lots of changes, it just makes the reading experience much better, and we do want people to read the changelog :)
