Correctly support RecipeChoice.empty (#11550)

The previous implementation was based off of spigots logic in
CraftRecipe#toIngredient, which is completely incorrect as
nms.Ingredient.of() is a throwing call.

Correctly insert handling for the empty() choice in the toNMSOptional
logic.
