Updated Upstream (Bukkit/CraftBukkit/Spigot)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Fix slime spawners not spawning outside slime chunks
Fixes MC-50647 by just checking if the spawn type is a SPAWNER
and then bypassing the spawn check logic if on slimes if it is.
