Updated Upstream (Bukkit/CraftBukkit) (#10034)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Fire CauldronLevelChange on initial fill
Also don't fire level events or game events if stalactite
drip is cancelled
