Updated Upstream (Bukkit/CraftBukkit)
Upstream has released updates that appears to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Move player to spawn point if spawn in unloaded world
The code following this has better support for null worlds to move
them back to the world spawn.
