Updated Upstream (CraftBukkit/Spigot)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Don't read neighbour chunk data off disk when converting
chunks
Lighting is purged on update anyways, so let's not add more
into the conversion process
