Updated Upstream (CraftBukkit/Spigot)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Custom table implementation for blockstate state lookups
Testing some redstone intensive machines showed to bring about a 10%
improvement.
