Upstream has released updates that appears to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Developers!: You will need to clean up your work/Minecraft/1.13.2 folder
for this

Also, restore a patch that was dropped in the last upstream
