Upstream has released updates that appears to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] MC-197883: Bandaid decode issue
Mojang has a mix of type and name in the data sets, but you can only
use one.
This will retry as name if type is asked for and not found.
