Updated Upstream (CraftBukkit/Spigot) (#8815)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Fixed TileEntityBell memory leak
TileEntityBell has a list of entities (entitiesAtRing) that was not being cleared at the right time, causing leaks whenever a bell would be rung near a crowd of entities.
