Updated Upstream (Bukkit/CraftBukkit/Spigot) (#9825)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Fix NPE on Boat getStatus
Boat status is null until the entity is added to the world and the tick() method is called.
