Updated Upstream (CraftBukkit) (#8680)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Throw exception on world create while being ticked
There are no plans to support creating worlds while worlds are
being ticked themselvess.
