Updated Upstream (Bukkit/CraftBukkit)
Upstream has released updates that appears to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Don't run entity collision code if not needed
Will not run if max entity craming is disabled and
the max collisions per entity is less than or equal to 0
