Updated Upstream (Bukkit/CraftBukkit) (#8832)
Upstream has released updates that appear to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Improve Block#breakNaturally API
Adds bool param to trigger world particle effects
Adds bool param to trigger exp drops for blocks
