KSES: Conditionally remove the <form> element from $allowedposttags.

To avoid backwards compatibility issues, `<form>` is re-added if a custom filter has added the `<input>` or `<select>` elements to `$allowedposttags`.

Merges [43994] to the 4.2 branch.
