WPDB: When checking that a string can be sent to MySQL, we shouldn't use mb_convert_encoding()
, as it behaves differently to MySQL's character encoding conversion.
Merge of [32364] to the 3.9 branch. Props mdawaffe, pento, nbachiyski, jorbin, johnjamesjacoby, jeremyfelt. See #32165. Built from https://develop.svn.wordpress.org/branches/3.9@32389 git-svn-id: http://core.svn.wordpress.org/branches/3.9@32359 1a063a9b-81f0-0310-95a4-ce76da25c4cd
