Make $blog_id
explicitly global.
`$blog_id` is used in both single and multisite configurations as a global variable, though has never been explicitly marked as such in the global scope. This can cause confusion depending on how core is loaded. Fixes #34217. Built from https://develop.svn.wordpress.org/trunk@34961 git-svn-id: http://core.svn.wordpress.org/trunk@34926 1a063a9b-81f0-0310-95a4-ce76da25c4cd
