Coding Standards: Rename the `$expires_offset` variable in `cache_javascript_headers()`.

This resolves a WPCS warning:

Variable "$expiresOffset" is not in valid snake_case format, try "$expires_offset"
}}}

Follow-up to [4109], [21996].
