Subject: [PATCH] Unit Tests: `WP_UnitTest_Generator_Sequence` needs a static
 incrementer - otherwise, it assumes every test class is a reset, which it no
 longer is (it is now static).

While we're at it, remove unnecessary `tearDown()` code.
