bfcaab99e0 Build/Test Tools: Support NodeJS 14.x in the 4.3 branch. 
This updates the 4.3 branch to support the latest LTS version of NodeJS (currently 14.x), allowing the same version to be used across all WordPress branches that receive security updates as a courtesy.

Because older branches use (really) old versions of NodeJS, the local Docker environment cannot be backported since the needed dependencies will not run on these older versions (see #48301). This also blocks the ability to move automated testing over to GitHub Actions (see #50401).

This change also introduces a `packager-lock.json` file to the branch.

In addition to backporting the package updates that happened after branching 4.3, dependencies that were removed in future releases have also been updated to their latest versions.

e7bb78b884 WP_Filesystem: SSH2 handler: Remove support for is_writable() via SSH, it turns out PHP doesn't verify the writability via SFTP and instead uses a comparison based on the current php system process user instead of the ssh user. 
This fixes the 'The update cannot be installed because we will be unable to copy some files.' error encountered during updates by skipping the write test completely.

4e96fc9fd7 Widgets: Switch back to using array_key_exists() instead of isset() for widget instance existence check. 
Reverts unnecessary change in [32602] since `array_key_exists()` does actually work with `ArrayIterator` objects.

7f86f37642 Term Splitting: Fix a reversal of parameters to wp_schedule_single_event() introduced in [33621]. 
The existing invalid cron entries will not be purged automatically (as the 'timestamp' is never matched) so we do this ourselves.

Merges [33646] to the 4.3 branch.

2b9a79db8e Run Autoprefixer after [31504]. 
This removes media queries for Opera < 12 and `-ms-animation`/`@-ms-keyframes` which was never (dev versions excluded) supported by IE.

f907f0c57b The "old iframe media modal" has some pretty busted styles. Although this is a "deprecated" feature, clean up some of the broken styles.

543ad3cc91 Make the list of gallery attachments in the "old iframe media modal" break less. The "columns" are not aligned with the headers, but this would require a markup rewrite of a deprecated feature.
