Andrew Nacin fd57b239d2 Don't rely on include_path to include files. 
Always use dirname() or, once available, ABSPATH.

nacin 7df33632b7 Even better, remove all UI for global terms. Add a filter to global_terms_enabled() and also allow the site option to simply be deleted. fixes #12666.
