0a81bcf4ff External Libraries: Update Random_Compat from 1.2.1 to 2.0.11. 
Notably this fixes PHP7 parse errors of the files and removes the OpenSSL functionality.

53afc72ab7 Update to Random_Compat 1.0.9. 
This update includes fixes for Windows support & libSodium support, and removes the `Throwable` Polyfill due to PHP7 incompatibilities.
