Block Editor: Update the Gutenberg branch used to launch Gutenberg e2e tests.

In core, you can run `tests/gutenberg/run.js` script to run the Gutenberg e2e tests
against Core with the plugin being disabled. This test ensures that the integration
of the block editor with Core is working properly.
This commit updates the Gutenberg base branch to be used for the tests to be wp/trunk
which corresponds to the latest packages that are included in Core.

Rather than using two distinct methods to register block types in WordPress core, let's make `register_block_type` the canonical method to deal with all use cases. In practice, the patch proposed extends its usage to work as a proxy to `register_block_type_from_metadata`. It should remove some confusion that we observed and let us be more explicit what's the latest recommendation.

Editor: Enqueue script and style assets only for blocks present on the page

Adds styles for individual core blocks to make it possible to render only styles for those blocks that are rendered on the page (frontend). This is optinal functionality for start that can be controlled with the new `separate_core_block_assets` filter.
In addition to that, styles can be inlined when `path` is passed when registering an individual styles. This functionality can be changed with the new `styles_inline_size_limit` filter. The maximum size of inlined styles in bytes defaults to 20 000.

Block Editor: Include navigation block server logic.

Core did not include the navigation block PHP files.
This commit fixes the issue referred, and now the navigation block is executed on the frontend. The block still does not work as expected and throws an error during frontend execution. That problem is going to be fixed on the next WordPress package update.
This commit adds the file as it is on the npm package used.

When Travis builds the directory, it was looking for a hardcoded `wordpress-develop` directory. If the repo is sitting in another directory, the memcache install will fail. This allows a dynamic path for the directory.

Accessibility: Remove post format filter links from format icons in the Posts list table.

Introduce a dedicated 'Formats' drop-down filter as a replacement.
Keep the icons as a simple visual indicator of the post format for now.

Date/Time: Reduce explicit local `current_time( 'timestamp' )` usage in favor of native PHP functions.

Timestamps don't carry any timezone information, using the intended format directly simplifies the logic and makes the code less confusing.
