1de40f71be Editor: Update the WordPress packages to the Gutenberg 16.7 RC2 version. 
This patch, somewhat small brings a lot to WordPress. 
This includes features like:

 - DataViews.
 - Customization tools like box shadow, background size and repeat.
 - UI improvements in the site editor. 
 - Preferences sharing between the post and site editors.
 - Unified panels and editors between post and site editors.
 - Improved template mode in the post editor.
 - Iterations to multiple interactive blocks.
 - Preparing the blocks and UI for pattern overrides.
 - and a lot more.

a41c798835 Block Editor: Updated the WordPress packages to include Gutenberg 15.1.0 changes. 
In addition to all the packages being updated to the latest versions, 
this commit also includes some mandatory changes to avoid editor breakage:

 - Update React to to 18.2.0.
 - Add the right stylesheets to support iframed block editors.

d4085bc90d Build/Test Tools: Update PostCSS to version 8. 
This updates PostCSS related dependencies for the main Core build process to versions that use the latest major version of PostCSS, 8.x.

There were no changes to any versioned CSS files as a result of this update directly. However, two occurrences of `-o-tab-size` have been removed due to the version of `caniuse-lite` used being updated in the process.

ebca9841e8 Block Editor: Update the WordPress Packages based on Gutenberg 11.9 RC1. 
This brings the JS packages up to date and is the first step that will allow us 
to include the other block editor updates for WordPress 5.9:
FSE infrastrucutre, site editor and global styles.

33f4f396ef Build: Clean css/dist as part of the webpack build step. 
Move the cleaning of the `wp-includes/css/dist` folder from `clean:css` to `clean:webpack-assets` to avoid an order of operations issue in which the files were built shortly before been deleted later in the build process.

Follow up to [51689].

1ac69fa78e Build: Remove css/dist in grunt clean command. 
Modify the `grunt clean:css` command to include the folder `wp-includes/css/dist` to ensure legacy files do not remain if the built files are removed/relocated.

- Includes the new Annotations API package.
- `wp-polyfill-ecmascript.js` is renamed to `wp-polyfill.js`.
- `strip_dynamic_blocks()` has been removed in favor of `excerpt_remove_blocks()`.
- The PHP block parser is now syncing from the `block-serialization-default-parser` package.
- `do_blocks()` uses the new parser.
- The `do_block` filter has been removed from `do_blocks()`, in favor of a `render_block` filter in `render_block()`.

Also, a little cleanup to `render_block()`. Always normalize `$block['attrs’]` to array in `’render_block’` filter.

07ce537eb8 Build Tools: Minify the package CSS when building. 
CSS coming from the `@wordpress` packages wasn't being minified in the build. This had the noteable side effect of causing RTL CSS to not be loaded when `SCRIPT_DEBUG` was set to `false`.
