r43158 introduced a new admin pointer for the privacy tools added in 4.9.6. With the previous positioning, though, sometimes the `Dismiss` link would be fixed off screen, making it impossible for the user to dismiss the pointer. This happened when there were enough extra menu items, or when the viewport height was short enough.
This commit repositions the pointer to work around that problem. One down side of this workaround is that the arrow will not always be positioned next to the `Tools` menu, where it should be. That's an acceptable compromise given the current time constraints, though. A long term solution would be to make `WP_Pointer` robust enough to handle this use case.

Previously the pointer overlapped the menu in order to draw attention to the fact that it applies to both the `Tools` and `Settings` menus. That caused a conflict if the menu was collapsed, though, because the icons were covered by the pointer and therefore inaccessible.
Additionally, minor tweaks were made to the text order and formatting. The order of the two sections was swapped in the title and paragraph, in order to match the order of the corresponding menu items. The spacing around headings and paragraphs was tweaked to remove extraneous whitespace.

Unify the theme-browsing and theme-customization experiences by introducing a comprehensive theme browser and installer directly accessible in the customizer. Replaces the customizer theme switcher with a full-screen panel for discovering/browsing and installing themes available on WordPress.org. Themes can now be installed and previewed directly in the customizer without entering the wp-admin context. Also includes an extensible framework for browsing and installing themes from other sources.

The Toolbar search field, when the Toolbar is displayed on the frontend, might
inherit CSS properties from the active Theme stylesheet. For example, this
happened with Twenty Seventeen that sets `display: block;` on all the input
fields. Thus, there's the need to reset some CSS properties to avoid inheritance.

For better accessibility, expandable panels should be placed immediately after
the control that expands them. This change moves the Media Library inline
uploader up, right after the "Add New" button, also introducing consistency with
the Plugin and Theme uploaders.
Adds a proper ARIA role on the button and an `aria-expanded` attribute to give
better feedback to assistive technologies users about the uploader's expanded state.
Improves the focus handling when closing the uploader, improves the focus style
and color contrast ratio of the uploader "close" button.

Removes the `.customize-partial-edit-shortcut-left-margin` class which was not effective on some themes, created a worse experience for other themes, and which did not recalculate when the preview was reflowed or resized. Now some small-width media queries are added to handle common cases while more dramatic issues can be handled by the theme. Also renames `Partial.positionEditShortcut()`to `Partial.addEditShortcutToPlacement()` which is a more accurate description of its function.

Currently, the "Collapse menu" item is not focusable and keyboard users can't collapse/expand the admin menu. This aims to fix it so that screen readers no longer announce it as a clickable but it remains unfocusable and thus unusable. So it's now a button.

"If it's supposed to act like a button, it should be a button."

CSS generated content is going to be rendered for speech output more and more in
the next future. When it's not intended to be available for speech output, for
example with font icons, then special care should be used to hide it from
assistive technologies. At the moment, the only reliable way to do this is making
use of a wrapper element and set `aria-hidden="true"` on it.

When Open Sans was in use, the `300`, `400`, and `600` weights were loaded. `400` is the equivalent of `normal`; however, `bold` is equivalent to `700`, not `600`. With the move to system fonts, we need to be specific rather than relying on the lack of a `700` weight. Not all system fonts include a `600` weight; in those instances, they will use the `bold`/`700` weight.
The WordPress CSS Coding Standards have been updated accordingly.

Rejoice, for your admins will feel more native to your surrounding computing environment and likely load faster, especially when offline, as they no longer have to talk to The Google Overlord.
At the time of introduction in 3.8, there were not good system fonts common to all platforms at the time. In the years since, Windows, Android, OS X, iOS, Firefox OS, and various flavors of Linux have all gotten their own (good) system UI fonts.
There will definitely be visual bugs, mainly around alignment and spacing; these should be documented and reported on the ticket and fixed more atomically so that our current and future selves have a better understanding of what happened and why.
The style remains registered, as it is almost certainly in use by themes and plugins.

For the past 6 years, WordPress has operated as an oEmbed consumer, allowing users to easily embed content from other sites. By adding oEmbed provider support, this allows any oEmbed consumer to embed posts from WordPress sites.
In addition to creating an oEmbed provider, WordPress' oEmbed consumer code has been enhanced to work with any site that provides oEmbed data (as long as it matches some strict security rules), and provides a preview from within the post editor.
For security, embeds appear within a sandboxed iframe - the iframe content is a template that can be styled or replaced entirely by the theme on the provider site.

CSSJanus (introduced in [26107]), we had a great time with you, but sadly you don't like our fancy CSS.
RTLCSS is a framework for converting CSS from LTR to RTL, same as CSSJanus, with support for more CSS properties like `transform`, `transition` or multiple box and text shadows.
Changes:
* devDependencies: Remove `grunt-cssjanus`, add `grunt-rtlcss`.
* RTLCSS uses `/* rtl:ignore */` to ignore a rule, switch existing `/* @noflip */` to the new directive.
* RTLCSS supports the `transform` property, means we can remove some ignore rules.
* RTLCSS supports string maps for custom replace rules. This commit includes a rule `import-rtl-stylesheet` which replaces ".css" with "-rtl.css" in URLs.
Notes for core development:
* The file generation task is still `grunt rtl`.
* If you have used `grunt cssjanus` before, use `grunt rtlcss` now.
* Remember the new directive `/* rtl:ignore */`.

* Only show the "dropdown" when there is a menu. Note that this uses a `:not()` selector, but it is supported in browsers that support media queries so it is safe to use here.
* Make the header shorter when on particularly narrow screens, which also tend to be shorter.
* Don't restrict the height of images in the attachment details modal, to take advantage of all available space.

* mimic the default router rendering by toggling a `hide-menu` class on the frame when the region for menu is `null`

* Add focus to arrows on Next/Previous in the grid's modal on left/right keypress, and add the necessary CSS for `:focus`
* When in a disabled input in the grid modal, allow the left/right keys to work
* Make the image editor return a `$.Deferred` so that there isn't a race condition with UI loading.
* Assign focus when the edit image mode is rendered so that the modal can be closed on Esc press

* Add a setting to `_wpMediaViewsL10n.settings`: `mediaTrash`
* In the attachment edit modal, properly toggle between Trash/Untrash
* In `media.view.Attachment`, add a method for `untrashAttachment`
* When creating the grid toolbar, switch the setting order of subviews so that `media.view.DeleteSelectedButton` can listen to the instance of `media.view.AttachmentFilters.All` to update the text in its UI.
* Add a new filter to `media.view.AttachmentFilters.All`, `trash`, when `settings.mediaTrash` is true
* Allow the cached queries in `Query.get()` to be flushed when race conditions exist and collections need to be refreshed. This is currently only being used when `MEDIA_TRASH` is set, to refresh the filtered/mirrored collections related to `all`, `trash`, and any already queried filter.
* Cleanup the bootstrapping of `media.view.MediaFrame.Manage`
* Allow `wp_ajax_query_attachments()` to return items from the trash when `MEDIA_TRASH` is `true`
* Allow `wp_ajax_save_attachment()` to set `post_status` when `MEDIA_TRASH` is `true`. It allows `wp_delete_post()` to be called, which will trash the attachment instead of deleting when the flag is set.

* Introduce the concept of bulk editing via a separate mode. Like the list view, only bulk deleting is available. The UI is a little funky, especially with the field display toggles there, but refinements will come.
* Up the max thumbnail size from 120px to 150px.
* Slide-down panel for the add new uploader. Known issue: it doesn't close again.
* Remove the toolbar region in the EditAttachment frame.
* Defer a function call so the grid fills available space.
* Give feedback when no results are found. Also needs styling.

- Move all advanced options under a single “Show advanced options” toggle that mirrors the behavior and look-and-feel of the wplink modal.
- Switch to using <select> for the Size and Link To.
- Bring back the field for CSS Class for the image, but don’t incorporate the internally managed WordPress classes (size-, wp-image-, etc…).
- On larger screen sizes, float labels to the left. When the width drops below 900px, stack the label above the fields.
- Keep image at top on screen sizes where the two columns are stacked into a single column.
- Don't replace the nodes in the editor DOM so we don't stomp on any custom attributes that the user may have added via the Text editor or some other mechanism.

- Bring back some of the advanced settings.
- Make the layout two-column for wider screens, remove the sidebar, and shrink the modal a bit.
- The image reflects the size as inserted in the post as long as it doesn't overflow the column and is not too tall. Changing the size to another intermediate will also update the image "preview."
- Rename "Edit Image" to "Edit Original" to try and better communicate that editing the image will modify the media library item not just the image inserted into the post that is being edited.
