Following the update to replace the HTTP API internals with Requests library in WordPress 4.6, the return value of `wp_remote_retrieve_headers()` has changed from a simple array to an object which implements `ArrayAccess`.
Since `wp_get_http_headers()` directly returns the result of `wp_remote_retrieve_headers()`, its return value should reflect that change.

Allow passing more than one script per block for `editorScript`, `script`, and `viewScript` fields in the `block.json` metadata file. This aligns with the previously added changes for `style` and `editorStyle` fields.
This change impacts the `WP_Block_Type` class and the REST API endpoint for block types. To ensure backward compatibiliy old names were soft deprecated in favor of new fields that work with array values and have `_handles` suffix.

Previously, when using `switch_to_locale()` all current loaded text domains were unloaded and added to the `$l10n_unloaded` global. This prevented the just-in-time loading for text domains after a switch. The just-in-time loading was also only possible if the translations were stored in `WP_LANG_DIR`. Both issues have been fixed.
* Adds `WP_Textdomain_Registry` to keep track of the language directory paths for all plugins and themes.
* Updates all `load_*_textdomain()` functions to store the path in `WP_Textdomain_Registry`.
* Adds `$locale` parameter to `load_textdomain()` to specify the locale the translation file is for.
* Adds `$reloadable` parameter to `unload_textdomain()` to define whether a text domain can be loaded just-in-time again. This is used by `WP_Locale_Switcher::load_translations()`.
* Extends `_load_textdomain_just_in_time()` to also support text domains of plugins and themes with custom language directories.
* Fixes the incorrect `test_plugin_translation_after_switching_locale_twice()` test which should have caught this issue earlier.
* Adds a new test plugin and theme to test the loading of translations with a custom language directory.
* Deprecates the now unused and private `_get_path_to_translation()` and `_get_path_to_translation_from_lang_dir()` functions.
Previously added in [49236] and reverted in [49236] to investigate concerns which are now addressed here.

- Deprecate `wp_get_attachment_thumb_file()`.
- Make `wp_get_attachment_thumb_url()` an alias of `wp_get_attachment_image_url()`. This fixes it to return the proper thumbnail URL and fall back to returning the URL to `image_meta['thumb']` if only that exists.

While using reserved PHP keywords as parameter name labels is allowed, in the context of function calls using named parameters in PHP 8.0+, this will easily lead to confusion. To avoid that, it is recommended not to use reserved keywords as function parameter names.

A general security rule is "Sanitize when you save, escape when you echo", and for the most part WordPress has well-named functions like `sanitize_email()` and others, with `esc_url_raw()` being a single exception that does not follow the naming.
This commit restores the previously deprecated `sanitize_url()` function as a valid alias of `esc_url_raw()`.

This improves the logic within `excerpt_remove_blocks()` to better handle `innerBlocks`. This prevents an empty excerpt from being returned when `core/columns`, `core/column`, and `core/group` blocks are present.
This issue has been surfaced in the Query Loop block, where excerpts can be set to display.

Add support for uploading, editing and saving WebP images when supported by the server.
Add 'image/webp' to supported mime types. Correctly identify WebP images and sizes even when PHP doesn't support WebP. Resize uploaded WebP files (when supported) and use for front end markup.

This changeset introduces a filter-based Robots API, providing central control over the `robots` meta tag.
* Introduces `wp_robots()` function which should be called anywhere a `robots` meta tag should be included.
* Introduces `wp_robots` filter which allows adding or modifying directives for the `robots` meta tag. The `wp_robots()` function is entirely filter-based, i.e. if no filter is added to `wp_robots`, no directives will be present, and therefore the entire `robots` meta tag will be omitted.
* Introduces the following `wp_robots` filter functions which replace similar existing functions that were manually rendering a `robots` meta tag:
* `wp_robots_noindex()` replaces `noindex()`, which has been deprecated.
* `wp_robots_no_robots()` replaces `wp_no_robots()`, which has been deprecated.
* `wp_robots_sensitive_page()` replaces `wp_sensitive_page_meta()`, which has been deprecated. Its rendering of the `referrer` meta tag has been moved to another new function `wp_strict_cross_origin_referrer()`.
Migration to the new functions is straightforward. For example, a call to `add_action( 'wp_head', 'wp_no_robots' )` should be replaced with `add_filter( 'wp_robots', 'wp_robots_no_robots' )`.
Plugins and themes that render their own `robots` meta tags are encouraged to switch to rely on the `wp_robots` filter in order to use the central management layer now provided by WordPress core.

In PHP 8, the GD extension uses `GdImage` objects instead of resources for its underlying data structures.
This updates the existing `is_resource()` calls for image resources in core to accomodate for `GdImage` instances as well.

With this commit, all occurrences of “whitelist” and “blacklist” (with the single exception of the `$new_whitelist_options` global variable) are removed. A new ticket has been opened to explore renaming the `$new_whitelist_options` variable (#50434).
Changing to more specific names or rewording sentences containing these terms not only makes the code more inclusive, but also helps provide clarity. These terms are often ambiguous. What is being blocked or allowed is not always immediately clear. This can make it more difficult for non-native English speakers to read through the codebase.
Words matter. If one contributor feels more welcome because these terms are removed, this was worth the effort.

The `register_globals` directive in PHP was deprecated in version 5.3 and removed entirely in 5.4.
Now that WordPress only supports PHP 5.6.20 and newer, the `wp_unregister_GLOBALS()` function can be deprecated.

This change introduces a new Composer script, `compat` that will scan the codebase for (detectable) potential PHP compatibility issues using the `PHP_CodeSniffer` and a custom ruleset based off of the `PHPCompayibilityWP` ruleset (`phpcompat.xml.dist`).
The command will be run as a separate job within each Travis build. While many compatibility issues and false positives have already been corrected in this commit and other Trac tickets, there are still some remaining. For that reason, the job is allowed to fail while the remainder of the potential compatibility issues are investigated and addressed. After those are resolved, the job should be set as required to pass to help prevent new compatibility issues from being introduced.

Rather than relying `func_get_args()` to retrieve arbitrary function arguments, we can now use the spread operator to assign them directly to a variable.
While these functions are deprecated, they can still get a minor performance boost in case they are being called.

Noteable changes:
- The `magic_quotes_runtime` and `magic_quotes_sybase` settings were removed in PHP 5.4, so no longer need to be set.
- Some functions that use external libraries can generate errors that can't be tested for, so are globally allowed to silence errors.
- Quite a few functions would cause errors if `safe_mode` was set. This setting was removed in PHP 5.4.
- Only a handful of `header()` calls needed corresponding `headers_sent()` checks for unit tests to pass, but more may need to be added as the nightlies builds are tested.

Use of `date()` in core depends on PHP timezone set to UTC and not changed by third party code (which cannot be guaranteed).
`gmdate()` is functionally equivalent, but is not affected by PHP timezone setting: it's always UTC, which is the exact behavior the core needs.

These functions are now all contained within the new `WP_List_Util()` class and `wp_list_sort()` is used in various parts of core for sorting lists.
This was previously committed in [38859] but got reverted in [38862] and [38863]. To fix the previous issues, `wp_list_sort()` supports now an additional argument to preserve array keys via `uasort()`.

The position of this template within the hierarchy is of so little use that zero themes in the WordPress.org theme directory make use of it. It's second only to `index.php` in the hierarchy, meaning that any archive template such as `category.php` or `archive.php` will be chosen before it.

* Don't lower memory limit if the current limit is greater than `WP_MAX_MEMORY_LIMIT`.
* Set `WP_MEMORY_LIMIT` and `WP_MAX_MEMORY_LIMIT` to current limit if the `memory_limit` setting can't be changed at runtime.
* Use `wp_convert_hr_to_bytes()` when parsing the value of the `memory_limit` setting because it can be a shorthand or an integer value.
* Introduce `wp_raise_memory_limit( $context )` to raise the PHP memory limit for memory intensive processes. This DRYs up some logic and includes the existing `admin_memory_limit` and `image_memory_limit` filters. The function can also be used for custom contexts, the `{$context}_memory_limit` filter allows to customize the limit.
* Introduce `wp_is_ini_value_changeable( $setting )` to determine whether a PHP ini value is changeable at runtime.
* Remove a `function_exists( 'memory_get_usage' )` check. Since PHP 5.2.1 support for memory limit is always enabled.

`_wp_upload_dir_baseurl()` is a private function introduced in 4.4
as part of the "responsive images" feature. It was for runtime
caching of the URL to the uploads directory. It is deprecated in
4.5 with the introduction of `wp_get_upload_dir()`.
Outside core, it's only used as part of a back-compat shim in the
original feature plugin for responsive images (ricg-responsive-images),
which includes its own version of the function definition, so it's
safe to remove from core.
