rob1n ee7d9e9e18 New status_header code, and WP-DB bail() errors send a 503 Service Unavailable. see #2409 
Also, the new header code to text array has 302 as Found. fixes #4183

rboren 122c114cd6 wp_setcookie() and wp_clearcookie(). Set cookies for both siteurl and home if they are not the same. Update cookies whenever home or siteurl change.

rboren 8db1ca2dfa htmlspecialchars() no longer needs to be run against rewrite_rules due to options-permalink reorg. Currently, ampersands end up being encoded in .htaccess, which causes breakage.
