70fd806759 Revert r25824:25875 from the core.svn.wordpress.org repository. 
These commits were accidentally re-synced commits from develop.svn.wordpress.org due to a race condition. Thankfully, the history of this repository matters fairly little. It also happened only for trunk.

8ae8e01b67 Remove the old wp_auto_updates_maybe_update cron event. Schedule the new wp_maybe_auto_update event at 7 a.m. and 7 p.m. in the site's timezone.

f5130199fa Don't show the same time or date format twice on the General Settings page. This can occur if a translated format is the same as an existing default format. fixes #21060.

8c841df86d Revert type="email" (HTML5) as some browsers that do validation on these fields do not work for IDN domains yet. Core does not support these well either, but server-side validation can at least be dealt with by a plugin. see #17863.
