b036bf1012 Customize: Clean up media control CSS. 
Removes unnecessary wrapper elements and refactors class names to eliminate duplication of rule selectors.

Props celloexpressions.
Fixes #30618.

d0b7dd489e I18N: Remove <strong> tags from translatable strings in WP_Customize_Manager::register_controls() and WP_Customize_Header_Image_Control::render_content(). 
Add translator comments.
