Adjusts the packages registration after [43723]:
Combine the different registration functions into one `wp_default_packages` function. To reach this goal move the prefix logic into a function so it can be called from different locations. Use a static variable there to prevent duplicate inclusion of `version.php`.
Call this function from the `wp_default_scripts` action by registering it as a default filter.
Combine some of the logic in `_WP_Editors::print_tinymce_scripts` into `wp_register_tinymce_scripts`. The logic to force an uncompressed TinyMCE script file stays in `_WP_Editors::force_uncompressed_tinymce` because that logic is very specific to the classic editor.
The script handle `wp-tinymce` is now a dependency of the editor script handle. In combination with the previous item, this makes the classic editor work.
Adjust the syntax of the script paths to be more consistent with other WordPress code.
Always use "production" mode for the media files to prevent people from inadvertently committing development files.

WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.
This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script.
- Auto-fixable coding standards issues will now cause Travis failures.

Previously, when a plugin updated its suggested privacy policy text, an admin notice was shown on all screens in the Administration Panels. That was done in order to make sure that administrators were aware of it, so that they could update their policy if needed. That was a very heavy-handed and intrusive approach, though, which leads to a poor user experience, and notice fatigue.
An alternative approach is to use bubble notifications in the menu, similar to when plugins have updates that need to be installed. That still makes it obvious that something needs the administrator's attention, but is not as distracting as a notice.
The notice will still appear on the Privacy page, though, since it is relevant to that screen, and provides an explanation of why the bubble is appearing.

The primary means of protecting the files is the CSPRN appended to the filename, but there is no reason to keep the files after the data subject has downloaded them, so deleting them provides an additional layer of protection. Previously this was done from `wp_privacy_generate_personal_data_export_file()`, but that does not guarantee that it will be run regularly, and on smaller sites that could result in export files being exposed for much longer than necessary.
`wp_privacy_delete_old_export_files()` was moved to a front end file, so that it can be called from `cron.php`.
This introduces the `wp_privacy_export_expiration` filter, which allows plugins to customize how long the exports are kept before being deleted.
`index.html` was added to the `$exclusions` parameter of `list_files()` to make sure that it isn't deleted. If it were, then poorly-configured servers would allow the directory to be traversed, exposing all of the exported files.

When a post slug is changed, we store a copy of the old slug, so that we can redirect visitors visiting the old URL to the new URL.
In the same way, this stores a copy of the old date, when the post date changes, so we can redirect visitors to the new URL.

Calling the `count_users()` function is expensive, regardless of the counting strategy that's used, and it gets
slower the more users there are on a site. In order to speed up the Users screen in the admin area, calling
`count_users()` can be avoided entirely while still displaying the total count for users.
This introduces some new functions:
* `wp_is_large_user_count()`
* `wp_get_active_user_count()`
* `wp_update_active_user_count()`
A corresponding `wp_is_large_user_count` filter is also introduced.

The new meta capabilities are called `install_languages` and `update_languages`. Prior to this change, there were no proper capability checks applied. Instead only the filesystem and related constants were checked, and for actual permissions a rather vague fallback was used where a user needed to have at least one of the other updating capabilities. In addition to being generally more verbose, the new capabilities make it possible for example to allow a user to update languages, but nothing else. By default they fall back to the original way of how they were handled.

1. If both themes have only one location, that gets mapped.
2. If both themes have locations with the same slug, they get mapped.
3. Locations that (even partially) match slugs from a similar kind of menu location will get mapped.

Ensures that users who copy HTML from the Text widget in legacy mode over to the Custom HTML widget will continue to get all of the same filters applied, including tag balancing and shortcodes, if a plugin added support. A theme can opt-in for tailored starter content to apply to the customizer when previewing the theme on a fresh install, when `fresh_site` is at its initial `1` value. Starter content is staged in the customizer and does not go live unless the changes are published. Initial starter content is added to Twenty Seventeen.
* The `fresh_site` flag is cleared when a published post or page is saved, when widgets are modified, or when the customizer state is saved.
* Starter content is registered via `starter-content` theme support, where the argument is an array containing `widgets`, `posts`, `nav_menus`, `options`, and `theme_mods`. Posts/pages in starter content are created with the `auto-draft` status, re-using the page/post stubs feature added to nav menus and the static front page controls.
* A `get_theme_starter_content` filter allows for plugins to extend a theme's starter content.
* Starter content in themes can/should re-use existing starter content items in core by using named placeholders.
* Import theme starter content into customized state when fresh site.
* Prevent original_title differences from causing refreshes if title is present.
* Ensure nav menu item url is set according to object when previewing.
* Make sure initial saved state is false if there are dirty settings without an existing changeset.
* Ensure dirty settings are cleaned upon changeset publishing.

With the introduction of user-specific languages in [38705] it's necessary to be able to switch translations on the fly. For example emails should be sent in the language of the recipient and not the one of the current user.
This introduces a new `WP_Locale_Switcher` class which is used for switching locales and translations. It holds the stack of locales whenever `switch_to_locale( $locale )` is called. With `restore_previous_locale()` you can restore the previous locale. `restore_current_locale()` empties the stack and sets the locale back to the initial value.
`switch_to_locale()` is added to most of core's email functions, either with the value of `get_locale()` (site language) or `get_user_locale()` (user language with fallback to site language).

Fixes bug where an invalid Last-Modified value would be returned in feed requests for sites that had 0 items to return. Comment or post feeds will now return the current timestamp as the Last-Modified header value. Example: a request for the comments feed for a site without any comments.
Replaced use of the local static variable `$cache_lastcommentmodified` to store the modified date in `get_lastcommentmodified()` with the Object Cache API. The `get_lastcommentmodified()` function returns early if there is a cached value and returns `false` if there where no comments found. Introduced `_clear_modified_cache_on_transition_comment_status()` to flush the `lastcommentmodified` cache key when a comment enters or leaves approval status. In `get_lastpostmodified()` return early if there is a cached value and return `false` if there are no posts found.

* Custom CSS is associated with a given theme and is displayed in an inline `style` element at the `wp_head` hook after the `wp_print_styles` is called so that it overrides any enqueued stylesheets.
* A `wp_get_custom_css()` function is used for accessing the CSS associated with the current theme (or another theme) and a `wp_get_custom_css` filter for manipulating it.
* CSS is managed in customizer via a new "Additional CSS" section with a single `textarea` control.
* `WP_Customize_Section::$description_hidden` is introduced for hiding extended descriptions in customizer sections behind a help toggle as done with panels.
* CSS is stored in a `custom_css` post type with the theme (stylesheet) slug as the `post_name`.
* `WP_Customize_Custom_CSS_Setting` is introduced to handle validation of CSS, previewing, and persisting the CSS to the `custom_css` post type.
* The `custom_css` setting is tied to a new `unfiltered_css` capability which maps to `unfiltered_html` by default.
* Escaping the message in the notification template is removed to allow markup (`code` tags) to be rendered.

Since 4.4, comment submission has been mostly abstracted into a function,
rather than being processed inline in wp-comments-post.php. This change
made it easier to write automated tests against the bulk of the comment
submission process. `wp_allow_comment()` remained untestable, however:
when a comment failed one of its checks (flooding, duplicates, etc),
`die()` or `wp_die()` would be called directly. This shortcoming posed
problems for any application attempting to use WP's comment verification
functions in an abstract way - from PHPUnit to the REST API.
The current changeset introduces a new parameter, `$avoid_die`, to the
`wp_new_comment()` stack. When set to `true`, `wp_new_comment()` and
`wp_allow_comment()` will return `WP_Error` objects when a comment check
fails. When set to `false` - the default, for backward compatibility -
a failed check will result in a `die()` or `wp_die()`, as appropriate.
Prior to this changeset, default comment flood checks took place in the
function `check_comment_flood_db()`, which was hooked to the
'check_comment_flood' action. This design allowed the default comment
flood routine to be bypassed or replaced using `remove_action()`.
In order to maintain backward compatibility with this usage, while
simultaneously converting the comment flood logic into something that
returns a value rather than calling `die()` directly,
`check_comment_flood_db()` has been changed into a wrapper function for
a call to `add_filter()`; this, in turn, adds the *actual* comment flood
check to a new filter, 'wp_is_comment_flood'. Note that direct calls
to `check_comment_flood_db()` will no longer do anything in isolation.

`register_meta()` has been altered to accept an array of arguments as the third parameter in order to support its usage beyond XML-RPC, notably in the REST API and other projects that may build on top of meta, such as a potential Fields API. Arguments are whitelisted to reserve the right for core to add more later.
New functions added to complement this expansion are:
* `registered_meta_key_exists()`
* `unregister_meta_key()`
* `get_registered_meta_keys()`
* `get_registered_metadata()`
* A "private" function for the aforementioned whitelisting.

Resource hints allow browsers to prefetch specific pages or render them in the background to perform DNS lookups or to begin the connection handshake (DNS, TCP, TLS) in the background.
By default, `wp_resource_hints()` prints hints for "s.w.org" (the WordPress.org CDN) and for all scripts and styles which are enqueued from external hosts.
Use the `wp_resource_hints` filter to add custom domains and URLs for `dns-prefetch`, `preconnect`, `prefetch` or `prerender`.

This adds three new functions for getting/displaying attachment captions:
* `wp_get_attachment_caption` - Retrieves a caption for a specific attachment.
* `get_the_post_thumbnail_caption()` - Returns the post thumbnail caption.
* `the_post_thumbnail_caption()` - Displays the post thumbnail caption.
These are helpful for displaying a caption associated with an image directly
in a template, rather than using the caption shortcode.
This also introduces two new filters:
* `wp_get_attachment_caption` - Filters the value of `wp_get_attachment_caption()`.
* `the_post_thumbnail_caption` - Filters the display of the post thumbnail caption.
`the_post_thumbnail_caption()` is automatically filtered by `wptexturize()`,
`convert_smilies()`, and `convert_chars()` in `wp-includes/default-filters.php`.

WordPress erroneously follows browser-style behaviour with 3xx redirects, where a POST to 302 becomes a GET. Requests instead follows the specification and keeps the same method. Requests also exposes a hook to allow changing the behaviour.

Previously, `&` would be converted everywhere, which caused problems when it was converted within a `<script>`, for example.
`convert_chars()` is now removed from the `the_content` filter, as it was doing the same job as `wptexturize()`.
KSES correctly handles converting `&` within HTML attributes, so there's no need for `wptexturize()` and `convert_chars()` to do the same job.

Sometimes, embedded sites might suffer from less than 100% uptime. Instead of leaving the embedding site with a big blank space where the embed should be, let's fall back to a link to the embedded post, so there's at least some context for the post.

Prior to [23512], the Toolbar was still displayed on wp-signup.php while logged-in because it was hooked to the `init` action. When `_wp_admin_bar_init()` was moved to instead fire on `template_redirect` for the front-end and `admin_init` on the back-end, the visibility was lost because `template_redirect` isn't fired on wp-signup.php due to `WP_USE_THEMES` not being defined.
In order to maintain expected display results, a default filter has been added to hook `_wp_admin_bar_init()` to the `before_signup_header` action. This approach has the added benefit of allowing `_wp_admin_bar_init()` to be fired prior to the `wp_head` action where `_admin_bar_bump_cb()` is called (or the callback defined when 'admin-bar' theme support is added).

[34561] instituted the policy of forcing pagination for comments. This strategy
was intended to avert problems when 'page_comments' is set to 0 - as it is by
default - and the number of comments on a given post rises into the hundreds or
thousands. By forcing pagination in all cases, we ensured that WordPress would
not time out by processing unwieldy numbers of comments on a given pageload.
The strategy proves problematic, however, because comment permalinks are
generated using the page of the comment. Forcing pagination for posts that
were not previously paginated would change the URL of all comments that do not
appear on the default comment page.
This changeset reintroduces the 'page_comments' setting and its corresponding
checkbox on Settings > Discussion. A number of tests, which were written after
[34561], are modified to work now that 'page_comments' will, once again, be
disabled by default.

For the past 6 years, WordPress has operated as an oEmbed consumer, allowing users to easily embed content from other sites. By adding oEmbed provider support, this allows any oEmbed consumer to embed posts from WordPress sites.
In addition to creating an oEmbed provider, WordPress' oEmbed consumer code has been enhanced to work with any site that provides oEmbed data (as long as it matches some strict security rules), and provides a preview from within the post editor.
For security, embeds appear within a sandboxed iframe - the iframe content is a template that can be styled or replaced entirely by the theme on the provider site.

for comment feeds to take advantage of metadata lazyloading, in addition to
comments loaded via `comments_template()`.
This new technique parallels the termmeta lazyloading technique introduced in

Previously, the 'page_comments' toggle allowed users to disable comment
pagination. This toggle was only superficial, however. Even with
'page_comments' turned on, `comments_template()` loaded all of a post's
comments into memory, and passed them to `wp_list_comments()` and
`Walker_Comment`, the latter of which produced markup for only the
current page of comments. In other words, it was possible to enable
'page_comments', thereby showing only a subset of a post's comments on a given
page, but all comments continued to be loaded in the background. This technique
scaled poorly. Posts with hundreds or thousands of comments would load slowly,
or not at all, even when the 'comments_per_page' setting was set to a
reasonable number.
Recent changesets have addressed this problem through more efficient tree-
walking, better descendant caching, and more selective queries for top-level
post comments. The current changeset completes the project by addressing the
root issue: that loading a post causes all of its comments to be loaded too.
Here's the breakdown:
* Comment pagination is now forced. Setting 'page_comments' to false leads to evil things when you have many comments. If you want to avoid pagination, set 'comments_per_page' to something high.
* The 'page_comments' setting has been expunged from options-discussion.php, and from places in the codebase where it was referenced. For plugins relying on 'page_comments', we now force the value to `true` with a `pre_option` filter.
* `comments_template()` now queries for an appropriately small number of comments. Usually, this means the `comments_per_page` value.
* To preserve the current (odd) behavior for comment pagination links, some unholy hacks have been inserted into `comments_template()`. The ugliness is insulated in this function for backward compatibility and to minimize collateral damage. A side-effect is that, for certain settings of 'default_comments_page', up to 2x the value of `comments_per_page` might be fetched at a time.
* In support of these changes, a `$format` parameter has been added to `WP_Comment::get_children()`. This param allows you to request a flattened array of comment children, suitable for feeding into `Walker_Comment`.
* `WP_Query` loops are now informed about total available comment counts and comment pages by the `WP_Comment_Query` (`found_comments`, `max_num_pages`), instead of by `Walker_Comment`.
Aside from radical performance improvements in the case of a post with many
comments, this changeset fixes a bug that caused the first page of comments to
be partial (`found_comments` % `comments_per_page`), rather than the last, as
you'd expect.

Adds a new table to the database schema (`wp_termmeta`), and a set of
`*_term_meta()` API functions. `get_terms()` and `wp_get_object_terms()`
now also support 'meta_query' parameters, with syntax identical to other
uses of `WP_Meta_Query`.
When fetching terms via `get_terms()` or `wp_get_object_terms()`, metadata for
matched terms is preloaded into the cache by default. Disable this behavior
by setting the new `$update_term_meta_cache` paramater to `false`.
To maximize performance, within `WP_Query` loops, the termmeta cache is *not*
primed by default. Instead, we use a lazy-loading technique: metadata for all
terms belonging to posts in the loop is loaded into the cache the first time
that `get_term_meta()` is called within the loop.

ensure performance on single post pages - where commentmeta is most likely
to cause performance issues - we disable up-front cache-priming. Instead, we
prime commentmeta caches for all comments in the loop the first time
`get_comment_meta()` is called on the page.

When a new user is created in various places throughout the interface,
notifications are sent to the site admin and the new user. Previously, these
notifications were fired through direct calls to `wp_new_user_notification()`,
making it difficult to stop or modify the messages.
This changeset introduces a number of new action hooks in place of direct calls
to `wp_new_user_notification()`, and hooks the new wrapper function
`wp_send_new_user_notifications()` to these hooks.

`wp_password_change_notification()` is now called at the 'after_password_reset'
action, rather than being invoked directly from the `reset_password()` function.
In order to make it possible to call `wp_password_change_notification()` as a
`do_action()` callback, the function signature has to be changed so that the
`$user` parameter is expected to be a value rather than a reference. Since
PHP 5.0, objects are passed by reference, so `&$user` was unnecessary anyway.

[32814] introduced a routine to split shared terms, which was run during the
regular WP database upgrade. This turned out to be problematic because plugins
are not loaded during the db upgrade (due to `WP_INSTALLING`), with the result
that plugins were not able to hook into the 'split_shared_term' action during
the bulk split. We work around this limitation by moving the term splitting
routine to a separate process, triggered by a wp-cron hook.

The pre-3.4 theme previewer doesn't work when using a static front page.
We kept the old theme preview for no-JS and some browsers that were less capable. But since browsers are doing a better job today we don't need to continue fixing/shipping this legacy code. Bye!

When updating an existing taxonomy term that shares its `term_id` with
another term, we generate a new row in `wp_terms` and associate the updated
term_taxonomy_id with the new term. This separates the terms, such that
updating the name of one term does not change the name of any others.
In cases where a plugin or theme stores term IDs in the database, term splitting
can cause backward compatibility issues. The current changeset introduces
two utilities to aid developers with the transition. The `'split_shared_term'`
action fires when the split takes place, and should be used to catch changes in
term_id. In cases where `'split_shared_term'` cannot be used, the
`wp_get_split_term()` function gives developers access to data about terms
that have previously been split. Documentation for these functions, with
examples, can be found in the Plugin Developer Handbook. WordPress itself
stores term IDs in this way in two places; `_wp_check_split_default_terms()`
and `_wp_check_split_terms_in_menus()` are hooked to `'split_shared_term'` to
perform the necessary cleanup.

for 4.1.0.

* `add_theme_support()` for a given post format is now an indicator that the theme handles format-specific metadata.
* If no support for a given format is defined, fallback output will be generated and hooked onto the_content if a post has metadata for that format.
* Fallbacks attempt to be smart about not duplicating data already appearing in the post content itself. Gallery is particularly liberal, looking for any instance of the gallery shortcode in the content, not just an exact match to the gallery shortcode defined in the format-specific meta.
* Compat output defaults to being wrapped in a `div` with a class of `post-format-content`.
Theme authors: please test and evaluate, keeping in mind that the goal is to support user expectations of not losing format-specific data they've entered in the admin when viewing the front-end of their site.

The exceptions to this are update_post_meta() and add_post_meta() which are often used by plugins in POST handlers and will continue accepting slashed data for now.
Introduce wp_upate_post_meta() and wp_add_post_meta() as unslashed alternatives to update_post_meta() and add_post_meta(). These functions could become methods in WP_Post so don't use them too heavily yet.
Remove all escape() calls from wp_xmlrpc_server. Now that core expects unslashed data this is no longer needed.
Remove addslashes(), addslashes_gpc(), add_magic_quotes() calls on data being prepared for handoff to core functions that until now expected slashed data. Adding slashes in no longer necessary.
Introduce wp_unslash() and use to it remove slashes from GPCS data before using it in core API. Almost every instance of stripslashes() in core should now be wp_unslash(). In the future (a release or three) when GPCS is no longer slashed, wp_unslash() will stop stripping slashes and simply return what is passed. At this point wp_unslash() calls can be removed from core.
Introduce wp_slash() for slashing GPCS data. This will also turn into a noop once GPCS is no longer slashed. wp_slash() should almost never be used. It is mainly of use in unit tests.
Plugins should use wp_unslash() on data being passed to core API.
Plugins should no longer slash data being passed to core. So when you get_post() and then wp_insert_post() the post data from get_post() no longer needs addslashes(). Most plugins were not bothering with this. They will magically start doing the right thing. Unfortunately, those few souls who did it properly will now have to avoid calling addslashes() for 3.6 and newer.
Use wp_kses_post() and wp_kses_data(), which expect unslashed data, instead of wp_filter_post_kses() and wp_filter_kses(), which expect slashed data. Filters are no longer passed slashed data.
Remove many no longer necessary calls to $wpdb->escape() and esc_sql().
In wp_get_referer() and wp_get_original_referer(), return unslashed data.
Remove old stripslashes() calls from WP_Widget::update() handlers. These haven't been necessary since WP_Widget.
