1145607a85 I18N: Use wp.i18n for translatable strings in wp-admin/js/edit-comments.js. 
This removes the usage of `wp_localize_script()` for passing translations to the script and instead adds the translatable strings in the script directly through the use of `wp.i18n` and its utilities.

49007e52bc Build/Test Tools: Add banner to RTL CSS and minified JS files. 
Patches occasionally come in on generated files. We should be kind to new contributors and give them a hint that these files are auto-generated.

This is a follow-up to [41271], which added the banner to minified CSS files.

0e21d32900 Build/Test: Bump devDependencies for WordPress 5.3 
This upgrades a number of devDependencies.  Some of these include changes to how the tasks are configured.

Uglify: There are deprecated options from 2.x to 4.x, see: https://github.com/gruntjs/grunt-contrib-uglify#options

Autoprefixer: Browserslist now warns when passing in the browser list, so that is put into package.json

As with most changes to uglify, this changes every minified JS file.

8756207ef2 Comments: Open comment quick edit on double click. 
In [42767] the quick edit button changed from a link to a button. This caused the jQuery code that selects on a link to no longer work. This commit restores the previous behavior.

e901bc4c2b Accessibility: Improve the Comments and Privacy count text. 
- standardizes the Comment count string to `%s Comment in moderation', '%s Comments in moderation` so it can be bulk-updated
- adds the string as visually hidden text in the admin menu 
- introduces an `updateInModerationText` JS simple function, responsible to correctly update all the related text using the data from the AJAX response
- adds a visually hidden text "1 Privacy Policy update" to the Privacy menu items count
- adds/improves translators comments

Changes that apply to all the count bubbles (Updates, plugins, etc.)
- makes the bubbles and their text slightly bigger
- improves the active menu item bubble contrast by changing the background color to red (option 2 in the screenshot attached in a previous comment)

6fe48278ea Accessibility: Comments: Improve links and buttons semantics and interaction. 
With the exception of the "Edit" link, the "row actions" controls in the Comments table behave differently depending if JavaScript support is on or off.
When JavaScript support is off, they behave like links. When JavaScript support is on, they behave like buttons and they need to be buttons or have an ARIA `role="button"` added via JavaScript.

Lastly, the buttons in the Reply/Quick Edit form and the "Add Comment" in the edit post page meta box need to be buttons.

bdbaccce37 General: Explicitly assigns all JS globals to the window. 
Many variables in the JavaScript were defined in the global scope without being explicitly assigned to the window. When built with Webpack, the code gets encapsulated in anonymous functions and those implicit globals get assigned to the wrong scope. This patch prevents that from happening.

b3d8732c17 jQuery: Replace the use of the .size() method with the .length property. 
The `.size()` method is deprecated since jQuery 1.8. The `.length` property is preferred because it doesn't have the overhead of a function call.

0acededa82 In wp_comment_reply() change the H5 headings in fieldset legends for better accessibility. 
Also, add a "Edit Comment" legend before the Quick Edit form to pair it with "Reply to Comment" and "Add new Comment" and move the Name, Email, and URL fields after the Comment textarea.

bbbbf11961 After [33821], when dynamically updating the document title text of the Comments List Table page, operate only on the fragment that contains the comment count. This prevents us from including other numbers that may be present in the other title parts (site title, etc).

* In a view that initially has comments, but they get removed due to user actions: show the `No Items` row instead of bombing out and showing nothing (which looks broken)
* To accomplish this, in `WP_Comments_List_Table::display()`: call `->display_rows_or_placeholder()` instead of `->display()`
* Listen for the end of row `.fadeOut()`s if necessary using jQuery Promises

4e7c057a5a Check that current changes can be lost before editing another comment. 
When replying to or editing a comment, double-clicking another comment will
open it in quick edit and changes to the current comment are lost.

3ac1a19529 Spinners: Toggle a class instead of show/hide. 
Toggling spinners also now uses visibility instead of display, so that the space is always reserved and nothing moves around unexpectedly.
