Significant restructure of the admin image editor interface, but no new functionality. Reorganize editing buttons into a common region at the top of the editor. Move image rotation tools into a pop-out menu. Add 180 degree rotation option. Add scale button to control group. Move sidebar tools next to the editing canvas to improve visual proximity between action and result. Enlarge editing canvas and crop handles. Separate activating crop functions from applying crop. Add numeric inputs for crop & scale values.
A long term goal is to move undo/redo and cancel/save into the modal title bar, but that is not feasible without significant updates to the modal framework.

The non-focused state of the `.screen-reader-shortcut` element in the admin bar fails contrast tests. This has no real-world consequences, but raises false positives in some automated testing tools. This fix is largely so people using automated testing will not raise false positives.

This updates PostCSS related dependencies for the main Core build process to versions that use the latest major version of PostCSS, 8.x.

This updates the `caniuse-lite` database from `1.0.30001407` to `1.0.30001448` and applies the resulting changes to generated WP Admin CSS.
This removes two occurrences of `-o-tab-size`, which was required for partial support of the `tab-size` property in Opera Mini. Usage has dropped below 1%, hence this vendor prefix being removed.

When editing the user profile, one could only select locales that were already installed.

When used inline, the SVG needs the `aria-hidden`, `focusable`, and `viewBox` properties for accessibility. Additionally, this optimizes the SVG by using `cirlce` elements in place of `path`, and removing `clipPath`. There is no visible change, but the file is now one-third the size.

Change the input field used for `alt` attributes in the media library views from a text input to a textarea. This gives users more flexibility in resizing the field for easier management of longer alt attributes.
This patch includes a less-common use of `esc_attr` for a `textarea`. This is because the primary usage of the `alt` attribute will be escaped using `esc_attr`, and the value in editing should match the value output on the front end.

This removes all CSS definitions related to the `.icon16` class. Research shows that current ecosystem usage of this class is extremely minimal.
This selector was used for the Welcome Panel and Welcome Screen in WordPress 3.3 (see [19163] and [19197]. The icons were removed for WordPress 3.5 in [22018], but the related CSS remained, and were also included when the MP6 admin re-skinning was merged in [26072].

Tone down the brightness of the dashboard panel by using a white background behind the main text, and use the highlight color from each color scheme for the main background. This also introduces a `$scheme-name` SCSS variable to allow overrides for specific color schemes.

[52232] relocated the Theme Editor menu item from Appearance to Tools for block themes. This commit relocates the Plugin Editor menu item from Plugins to Tools for block themes for a consistent workflow.
Both the Theme Editor and Plugin Editor menu items are renamed to "Theme File Editor" and "Plugin File Editor" respectively. Why? To better identify their purpose, i.e. to directly edit the code in the theme or plugin files. The rename is not limited to only block themes.

Change the button that dismissess upload errors so it appears after the relevant errors. Change button from icon-only to text-based. Removes ambiguity about what you are cancelling when using the control.

On some browser & window size combinations (near where a scrollbar would appear), hovering over the theme card causes a layout shift. This makes the screen visually "jump" as the scrollbar appears and disappears. By forcing the scrollbar to be visible on this page, hovering doesn't cause the layout shift anymore.

The icon used to be a rather blocky checkmark, but has now been changed to the more friendly, and less ambiguous, smiley dashicon.
It also helps cover a rare cases where a checkmark, while often used to mark something as done, may also be used to indicate that something is incorrect (many thanks to my 6th grade teacher for this rationale).
As an added bonus, this commit also adjusts the margins used around the icon, to make it fit more nicely on both large and small viewports.
