This updates the following `devDependencies`:

- `dotenv` from `16.4.5` to `16.4.7`
- `dotenv-expand` from `11.0.6` to `12.0.1`
- `postcss` from `8.4.47` to `8.4.49`
- `qunit` from `2.22.0` to `2.23.1`
- `sass` from `1.79.4` to `1.79.6`
- `terser-webpack-plugin` from `5.3.10` to `5.3.11`
- `uglify-js` from `3.17.4` to `3.19.3`
- `uuid` from `9.0.1` to `11.0.3`
- `webpack` from `5.90.2` to `5.97.1`

Additionally, `npm audit fix` has been run.

c1d1be9745 Build/Test Tools: Revert uglify-js update. 
This partially reverts [58563], which applied an update of the `uglify-js` `devDependency` from `3.17.4` to `3.18.0`.

The `3.18.0` update is causing some JavaScript errors in the `media-views.min.js` file, so needs to be investigated further.

99dfd1ca08 Build/Test Tools: Update npm devDependencies 6.6. 
This updates the npm `devDependencies` for Core to their latest versions, with one exception. The latest version of `sinon` causes some test failures and requires more investigation.

ae111b182a Media: Replace media icon images with SVG. 
Replace the `.png` files in use for media library type icons with `.svg` versions. Improves sharpness, especially on high resolution screens and devices.

a8b79b2250 Media: Fix JS TypeError with video playlists and native video. 
Verify that the `resized` property exists on a video in the playlist before attempting to read it. Prevent a TypeError from being thrown and breaking the playlist if a video type requires native video support.

0e21d32900 Build/Test: Bump devDependencies for WordPress 5.3 
This upgrades a number of devDependencies.  Some of these include changes to how the tasks are configured.

Uglify: There are deprecated options from 2.x to 4.x, see: https://github.com/gruntjs/grunt-contrib-uglify#options

Autoprefixer: Browserslist now warns when passing in the browser list, so that is put into package.json

As with most changes to uglify, this changes every minified JS file.

Fixes #48203.

1829a2ce27 Customize: Ensure media playlists get initialized after selective refresh; expose new wp.playlist.initialize() API. 
In particular allows audio and video playlists to be added to the Text widget and previewed.
