604b273c0f Taxonomy: Make sure wp_terms_checklist() and Walker_Category_Checklist::start_el() properly handle an array of strings as selected_cats or popular_cats values.
Even with these values documented as an array of integers, they can technically also accept an array of strings, e.g. as form results.

Add a unit test.

856e1a27b8 Coding Standards: Use strict type check for in_array() and array_search().
This addresses all the remaining `WordPress.PHP.StrictInArray.MissingTrueStrict` issues in core.

Includes minor code layout fixes for better readability.

38676936ba Coding Standards: Use strict type check for in_array() and array_search() where strings are involved.
This reduces the number of `WordPress.PHP.StrictInArray.MissingTrueStrict` issues from 486 to 50.

Includes minor code layout fixes for better readability.

dcb08f0637 Docs: Fix placement of some duplicate hook references.
Hook documentation should be on the line directly above the line containing the `do_action()` or `apply_filters()` call. The CS auto-fixing, which changed some inconsistent function calls to multi-line function calls, is part of the reason why this was no longer the case for a select group of duplicate hook references.

Includes minor code layout fixes.

1e3807c10d wp-admin/includes/template.php is now a loader for 3 files made via svn cp:
* `Walker_Category_Checklist` class
* `WP_Internal_Pointers` class
* `template-functions.php`

This is BC for plugins that are loading `wp-admin/includes/template.php` for fun.
