2ec4c366e6 Build: Update webpack to v5.x 
Update webpack version to latest version https://www.npmjs.com/package/webpack. This aligns closer with how the Gutenberg plugin handles WordPress packages. Related update in Gutenberg from August 2021: https://github.com/WordPress/gutenberg/pull/33818.

This updates the following polyfill libraries:

- `formdata-polyfill` from `3.0.13` to `3.0.20`.
- `objectFitPolyfill` from `2.3.4` to `2.3.5`.
- `polyfill-library` from `3.42.0` to `3.104.0`.

4bff827833 Script Loader: Add polyfill for window.URL, window.DOMRect. 
Pending block editor revisions for WordPress 5.4 will make use of `window.URL` and `window.DOMRect`. These are not available in Internet Explorer (or pre-Chromium Edge for `DOMRect`) and must be polyfilled to avoid script errors.

The changes make use of the existing polyfill pattern, and existing `polyfill-library` dependency. The dependency is bumped to the latest version, since the previous version did not include the `DOMRect` polyfill.
