[52232] relocated the Theme Editor menu item from Appearance to Tools for block themes. This commit relocates the Plugin Editor menu item from Plugins to Tools for block themes for a consistent workflow.
Both the Theme Editor and Plugin Editor menu items are renamed to "Theme File Editor" and "Plugin File Editor" respectively. Why? To better identify their purpose, i.e. to directly edit the code in the theme or plugin files. The rename is not limited to only block themes.

On some browser & window size combinations (near where a scrollbar would appear), hovering over the theme card causes a layout shift. This makes the screen visually "jump" as the scrollbar appears and disappears. By forcing the scrollbar to be visible on this page, hovering doesn't cause the layout shift anymore.

The icon used to be a rather blocky checkmark, but has now been changed to the more friendly, and less ambiguous, smiley dashicon.
It also helps cover a rare cases where a checkmark, while often used to mark something as done, may also be used to indicate that something is incorrect (many thanks to my 6th grade teacher for this rationale).
As an added bonus, this commit also adjusts the margins used around the icon, to make it fit more nicely on both large and small viewports.

When there are several action links or the text for these links is long, the plugin name column's width extends causing the other columns to shrink in width. This case is a less than desirable user experience.
The plugin name's column has `white-space: nowrap` (on larger screens). This commit changes the `white-space` to `normal`, allowing the plugin action links row to wrap into more than one line.

Installation and activation of incompatible plugins was previously disallowed in [43436] and [44978], but if such a plugin was installed manually, there was nothing on the Plugins screen that would show its compatibility status.
Showing an appropriate notice with a documentation link makes the UI more consistent and improves user experience.

This includes three minor updates to generated CSS files:
- A single `-webkit-` prefix is removed for `min-width`, which was required for Safari <= 10.1 (0.06% total global usage). WordPress only supports the last two versions.
- 2 instances where the `-o-` prefix are added for `tab-size`. This appears to be for Opera Mobile, which has creeped back over the 1% global usage.

This wraps the inner-content of the Site Health dashboard widget to give a unique target for CSS selectors, restoring the ability to collapse the widget.
The initial implementation targeted the `.inside` class used by all widgets to apply styling to the widget content, but this prevented the widget from being collapsed, as it added grid-styles which other widgets do not use, overriding the usual behavior when toggling widget visibility.

Replace infinitely autoloading behavior on scroll with a user-controlled load more button. Fix a long standing accessibility issue in the media library. Infinite scroll poses a wide range of problems for accessibility, usability, and performance.
This change modifies the library to load 40 items in the initial view, with a load more button to load the next 40 items and a button to move focus from the load more region to the first of the most recently added items.
The text for communicating the jump target was broadly discussed, agreeing that the text incorporated here would most concisely and clearly convey the purpose of the button, and any further detail is learnable from use.

This officially removes support for Internet Explorer 11 in the CSS files run through the build process in Core.
Individual tickets should be opened for removing each manually maintained area of the code base targeting IE11.

Allow developers to extend the Site Health screen with their own custom navigation tabs and pages.
This implements a new filter, `site_health_navigation_tabs`, which takes an associated array of tab identifiers/slugs, and tab labels, allowing developers to add their own subpage to the Site Health interface as new tabs.
To output a custom page, or add to an existing page, the `site_health_tab_content` action is triggered whenever the `tab` query argument is present and not empty. This action includes the current tab as its argument, which a developer would match against to only output content when relevant.

When collapsed or on a small screen, these styles would override the color schemes, causing a dark background to appear regardless of the color scheme's settings. This change also uses `focus-within` to show or hide the menu item's arrow, consistent with how the arrow behaves on hover.
