External Libraries: Update random_compat to version 2.0.21.
The latest release includes improved compatibility with PHP 8.1, as well as some bug fixes for Windows platforms.

External Libraries: Update Random_Compat from 1.2.1 to 2.0.11.
Notably this fixes PHP7 parse errors of the files and removes the OpenSSL functionality.

Update to Random_Compat 1.0.9.
