Adds further usages of `wp_admin_notice()` in `/wp-admin/includes/` on `.notice-error`, `.notice-warning`, `.error`, and `.updated`.

This aims to provide better context for translators and make it easier to determine that some strings contain hidden accessibility text and are not displayed in the UI.

Global terms was a feature from the WordPress MU days where multisite and single site installs used different code bases.
In WordPress 3.0, WordPress MU was merged into one location and the UI [14854] and “on” switch [14880] for global terms were completely removed.
Even before this merge, global terms was bug infested and unreliable. After [14854]/[14880], the feature was no longer maintained and became increasingly broken as taxonomies progressed without it (term splitting and term meta do not work at all). At this point, the feature has not worked in 12+ years and there’s no hope for saving it.
This deprecates the remaining global terms related code and no-ops the functions.
Global terms, you don’t have to go home, but you can’t stay here.

While using reserved PHP keywords as parameter name labels is allowed, in the context of function calls using named parameters in PHP 8.0+, this will easily lead to confusion. To avoid that, it is recommended not to use reserved keywords as function parameter names.
This commit renames the `$echo` parameter to `$display_message` in `upload_is_user_over_quota()`.

WordPress tries to avoid an issue where slugs might match an existing slug of a page/post.
If we are in a hierarchical post type, there will be a level, and we can leave it the same.

To be able to disable jQuery Migrate as step 3 of updating the jQuery version shipped with WordPress, all `JQMIGRATE` warnings in the browser console will have to be addressed.
This includes many minor adjustments to a wide array of core files.

* Add missing translator comments.
* Fix placement of some translator comments. Translator comments should be on the line directly above the line containing the translation function call for optimal compatibility with various `.pot` file generation tools. The CS auto-fixing, which changed some inconsistent function calls to multi-line function calls, is part of the reason why this was no longer the case for a select group of translator comments.
Includes minor code layout fixes.
Polyglots, rejoice! All WordPress core files now have translator comments for all strings with placeholders!

- adds `role="presentation"` to the edit comment table
- removes a few pointless `<fieldset>` elements
- adds a few missing `<label>` elements
- adds the CSS class `class="td-full"` to table rows spanning to multiple cells
- adds explicit `scope="row"` attribute to the table headers in `options-permalink.php`: this table is better communicated as data table
- uses consistent label association in the "Privacy Settings" page
- in the installation page "Set up your database connection": associates descriptions to their inout fields using `aria-describedby`
- improves the link to gravatar.com in the `user-edit.php` page

Adds `role="presentation"` to the `<table>` elements used for layout purposes.
Ideally, HTML tables should be used for tabular data. When tables are used for layout purposes, it's important to remove any native semantics so that assistive technologies can correctly announce the table content in a linearized fashion.

Some "visual tabs" in the WordPress admin used links wrapped in a `h2` heading. While these tabs look like ARIA tabs, they're just navigation menus and should be marked-up as such to be correctly exposed to assistive technologies.
- changes the wrapping `<h2>` to a `<nav>` element: worth reminding `<nav>` elements also define ARIA landmarks
- adds an `aria-label` to the `<nav>` elements so they can be distinguished from other `<nav>` elements in the page
- adjusts the headings level in the Credits page
