56c162fbc9 Coding Standards: Upgrade WPCS to 1.0.0 
WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.

This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script. 
- Auto-fixable coding standards issues will now cause Travis failures.

1a28ec87e1 Docs: Remove @access notations from method DocBlocks in wp-admin/* classes. 
Prior to about 2013, many class methods lacked even access modifiers which made the `@access` notations that much more useful. Now that we've gotten to a point where the codebase is more mature from a maintenance perspective and we can finally remove these notations. Notable exceptions to this change include standalone functions notated as private as well as some classes still considered to represent "private" APIs.

e4d7dd2b8a Upgrade/Install: Refresh update counts after page load. 
By enqueuing the updates script in the footer and passing the number of available updates to it after page load, the update bubbles will be more accurate.

d28ce2a1e4 Pass data consistently on plugin, network plugin, and network theme screens. 
List tables on these three screens look similar but come with unexpected caveats.
The network themes screen in particular has been neglected, using a `.plugin`
class to inherit its sibling's styles and not providing classes and data
attributes that the other two offer. This will provide some more consistency.

0faf2dd57b Accessibility: Remove title attributes from the Network Themes list table. 
Title attributes in the "Themes" screen and in the "Edit Site" screen Themes tab
are now replaced with `aria-label` attributes. Also, replaces string
concatenation with `add_query_arg()` and `sprintf()` to allow translator
comments to be properly parsed and for better code readability.

2d3a637598 List tables: tighten up primary column handling for plugins and multisite themes. 
These shouldn't be able to have their primary column reassigned by default. Also removes the `has-row-actions` class as these list tables always have row actions visible and the JS for visual toggling conflicts. The `column-primary` class remains.

c6a4512b1b Add missing doc blocks to wp-admin/includes/*. 
Fix some egregious uses of tabbing.
Some functions can simply return `apply_filters(...)` instead of setting a variable that is immediately returned.

4c0c7fd7ba List tables: introduce the concept of a "primary" column. 
This becomes the column that contains the row actions, and allows for a more flexibility, particularly with custom post types and list tables. To (re)define the primary column, use the `list_table_primary_column` filter, which receives the column name and the screen ID as arguments.
