cb7a7709cb On the about page, only serve Opera mp4. Pre-Chromium Opera and MediaElement.js doesn't load ogv (video/ogg). see #24832.

e209ce5948 Finalize the code which redirects to about.php after a core update. Only triggers on update-core.php in case wp_update_core() is called in a different context.

3f606d28b0 Yank version numbers out of translated strings. TODO decide whether this should be major version only, which probably means about.php should also contain text about x.y vs x.y.z. see #18742.
