Remove the green background from the "dot" accent, to prevent low contrast for the dismiss button. Use menu colors for the background on alternate color schemes. Remove the "Edit styles" link as there is no longer a direct link to the global styles section of the site editor.

When used inline, the SVG needs the `aria-hidden`, `focusable`, and `viewBox` properties for accessibility. Additionally, this optimizes the SVG by using `cirlce` elements in place of `path`, and removing `clipPath`. There is no visible change, but the file is now one-third the size.

Tone down the brightness of the dashboard panel by using a white background behind the main text, and use the highlight color from each color scheme for the main background. This also introduces a `$scheme-name` SCSS variable to allow overrides for specific color schemes.

When collapsed or on a small screen, these styles would override the color schemes, causing a dark background to appear regardless of the color scheme's settings. This change also uses `focus-within` to show or hide the menu item's arrow, consistent with how the arrow behaves on hover.

In #50547, the admin color schemes were added to the customizer UI, but at some point specificity changed and the colors were overridden by the defaults. This brings the color schemes back into the customizer, using the button color as a highlight, with the link color for text to keep things readable.

This PR adds a new color scheme option, which uses a high luminosity blue spot color, almost-black menu, and pure white for menu items.
This helps increase contrast, and bring more consistency with some of the higher contrast colors used in the block editor.

In WordPress 3.2 support for IE6 was dropped, IE7 followed a few versions later. With the 4.8 release, WordPress officially ended support for Internet Explorer versions 8, 9, and 10. Yet, we still have shipped CSS for the unsupported IE versions....until now! Goodbye to ie.css and star hacks!

Currently, the "Collapse menu" item is not focusable and keyboard users can't collapse/expand the admin menu. This aims to fix it so that screen readers no longer announce it as a clickable but it remains unfocusable and thus unusable. So it's now a button.
Quoting joedolson at WordCamp Chicago 2014:
"If it's supposed to act like a button, it should be a button."
Also includes a grunt:precommit run that picked up some postcss changes to src/wp-includes/css/customize-preview.css
