Dynamic (non-explicitly declared) properties are deprecated as of PHP 8.2 and are expected to become a fatal error in PHP 9.0.
There are a number of ways to mitigate this:
* If it is an accidental typo for a declared property: fix the typo.
* For known properties: declare them on the class.
* For unknown properties: add the magic `__get()`, `__set()`, et al. methods to the class or let the class extend `stdClass` which has highly optimized versions of these magic methods built in.
* For unknown ''use'' of dynamic properties, the `#[AllowDynamicProperties]` attribute can be added to the class. The attribute will automatically be inherited by child classes.
Trac ticket #56034 is open to investigate and handle the third and fourth type of situations, however it has become clear this will need more time and will not be ready in time for WP 6.1.
To reduce “noise” in the meantime, both in the error logs of WP users moving onto PHP 8.2, in the test run logs of WP itself, in test runs of plugins and themes, as well as to prevent duplicate tickets from being opened for the same issue, this commit adds the `#[AllowDynamicProperties]` attribute to all “parent” classes in WP.
The logic used for this commit is as follows:
* If a class already has the attribute: no action needed.
* If a class does not `extend`: add the attribute.
* If a class does `extend`:
- If it extends `stdClass`: no action needed (as `stdClass` supports dynamic properties).
- If it extends a PHP native class: add the attribute.
- If it extends a class from one of WP's external dependencies: add the attribute.
* In all other cases: no action — the attribute should not be needed as child classes inherit from the parent.
Whether or not a class contains magic methods has not been taken into account, as a review of the currently existing magic methods has shown that those are generally not sturdy enough and often even set dynamic properties (which they should not). See the [https://www.youtube.com/watch?v=vDZWepDQQVE live stream from August 16, 2022] for more details.
This commit only affects classes in the `src` directory of WordPress core.
* Tests should not get this attribute, but should be fixed to not use dynamic properties instead. Patches for this are already being committed under ticket #56033.
* While a number bundled themes (2014, 2019, 2020, 2021) contain classes, they are not a part of this commit and may be updated separately.

In this case, the `$is_overloaded` property and the `$_f` property fall in the “known property” category. In both cases, these are being set in the `__construct()` method of the class they apply to.
The `$_post` property appears to be a typo however. The `$_post` property looks to be unused, while there is an undeclared integer `$_pos` (“position”) property, which is used throughout the class and used by the child classes.

`stream_get_contents()` is faster than `fread()`, because the PHP core can decide how to best read the remaining file; it could decide to issue just one `read()` call or `mmap()` the file first.
Per the PHP manual, `file_get_contents()` or `stream_get_contents()` is the preferred way to read the contents of a file into a string. It will use memory mapping techniques if supported by the OS to enhance performance.

This commit adds the `public` visibility keyword to each method which did not have an explicit visibility keyword.
Why `public`?
With no visibility previously declared, these methods are implicitly `public` and available for use. Changing them to anything else would be a backwards-compatibility break.

Since PHP 8.1, the `auto_detect_line_endings` setting is deprecated:
> The `auto_detect_line_endings` ini setting modifies the behavior of `file()` and `fgets()` to support an isolated `\r` (as opposed to `\n` or `\r\n`) as a newline character. These newlines were used by “Classic” Mac OS, a system which has been discontinued in 2001, nearly two decades ago. Interoperability with such systems is no longer relevant.

This commit fixes the warning when running tests for the `PO` class:
{{{
Deprecated: auto_detect_line_endings is deprecated in /var/www/src/wp-includes/pomo/po.php on line 16
}}}
While deprecated, the actual `auto_detect_line_endings` functionality has not been removed from PHP (yet) and will still work until PHP 9.0.
For now, we're silencing the deprecation notice as there may still be translation files around which haven't been updated in a long time and which still use the old MacOS standalone `\r` as a line ending.
This should be revisited when PHP 9.0 is in alpha/beta.

This avoids the performance overhead of the function call every time `dirname( __FILE__ )` was used instead of `__DIR__`.
This commit also includes:
* Removing unnecessary parentheses from `include`/`require` statements. These are language constructs, not function calls.
* Replacing `include` statements for several files with `require_once`, for consistency:
* `wp-admin/admin-header.php`
* `wp-admin/admin-footer.php`
* `wp-includes/version.php`

WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.
This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script.
- Auto-fixable coding standards issues will now cause Travis failures.

Historically, we've evaluated the plural forms for each language using `create_function()`. This is being deprecated in PHP 7.2, so needs to be replaced.
The `Plural_Forms` class parses the `Plural-Forms` header from the PO file, and internally caches the result of all subsequent plural form tests, allowing it to match the performance of the existing code.
