7c32cbf990 Revert the improvenents to arranging of postboxes/metaboxes, [49179]. The current patch fixes about half a dozen problems, but seems more general improvements are needed to how Screen Options work.

59c45c41e4 Fix and improve arranging of postboxes/metaboxes:
- Enable arranging only when the Screen Options tab is open.
- Prevent accidental/unintended dragging. Seen it happen mostly on laptops when using the mousepad/trackpad.
- Improve discoverability and usefulness by always showing the "drop zones" outline when postboxes are draggable/arrangeable.
- Add some (brief) explanation to the Screen Options tab helping the user understand what options are available and how to change them. This is especially helpful for screen reader users to give an idea how to use the screen options and what to expect.
- Fix/enhance some of the code in `postbox.js` and make it coding standards compliant.

22d0cd6c96 Accessibility: Allow post boxes on the Dashboard and Classic Editor pages to be reordered by using the keyboard.
So far, it has been possible to rearrange into a new order the post boxes (also known as "widgets" on the Dashboard and "meta boxes" on the Edit post page) only by using a pointing device, for example a mouse.

This change adds new controls and functionality to allow the boxes to be rearranged also with the keyboard. Additionally, audible messages are sent to the admin ARIA live region to notify screen reader users of the reorder action result.

454dab13c1 Accessibility: Administration: Improve the sortable postboxes areas on the Dashboard and Classic Editor pages.
- makes the postboxes areas in the Dashboard visible also on large screens 
- uses a more meaningful text when all postboxes areas are empty instead of "Drag boxes here"
- restores the ability to drag boxes to the "advanced" area in the Classic Editor page
- makes the postboxes areas in the Classic Editor page visible while dragging so that users have a clue what the available areas are
- improves the color contrast of the postboxes areas while dragging
- uses `wp.i18n` for translatable strings in `wp-admin/js/postbox.js`

7ded6c2d2a Administration: Remove any CSS related to Internet Explorer versions 6 – 10.
In WordPress 3.2 support for IE6 was dropped, IE7 followed a few versions later. With the 4.8 release, WordPress officially ended support for Internet Explorer versions 8, 9, and 10. Yet, we still have shipped CSS for the unsupported IE versions....until now! Goodbye to ie.css and star hacks!

* Removes ie.css and `ie` style handle.
* Removes IE specific class names and any related CSS.
* Drops support for IE8 and older in `wp_customize_support_script()`.
* Updates compatibility mode for CSS minification to `ie11`.

61ce35440c Editor: Fix incorrect usage of ID attributes on custom fields.
Repeated containers used for custom fields have duplicate ID attributes. Duplicate IDs are incorrect HTML, and will also cause unexpected results when trying to manipulate using JS. Duplicate IDs are changed to matching classes; CSS & JS updated to match.

2a85fe21d8 Accessibility: Administration: Underline links on Dashboard that are located within a line of text and thus need to be underlined:
* "change your theme completely"
* Active theme in the "At a Glance" box
* "View all drafts" in the Quick Draft box

Split "Manage widgets or menus" into separate items for consistency with other links.

For better accessibility, links that are a part of other text should be underlined and not rely on color alone to be distinguished.

Per accessibility coding standards:
> When links can be identified as such by the context, for example because they’re part of a menu, or a set of links clearly identified as user interface controls, they don’t necessarily need to be underlined. In all the other cases, especially for links surrounded by other text (in a line or block of text), links need to be always underlined.

72979b167d Accessibility: Improve the placeholder "prompt" text in the post title and Quick Draft widget.
Old browsers didn't support the HTML placeholder attribute. For a number of years, `<label>` elements have been used in a few places in WordPress to emulate placeholders. It's time to improve semantics and interaction, use real placeholders when possible, and clean up some JavaScript.

- Quick Draft widget: it now uses visible `<label>` elements and a real `placeholder` attribute 
- removes the related JavaScript
- Post title:
  - keeps the "prompt" label for backwards compatibility
  - improves the JavaScript to make the "prompt" label stay visible on focus and disappear when typing, like real placeholder do
- changes the post "prompt" text from "Enter title here" to "Add title" for consistency with the Block Editor 
- cleans-up some CSS

6b2e34f703 General: Implement editorial, design and accessibility feedback for the PHP version nag.
The updated version of the nag is shorter, more on point and less aggressive than the previous one. It integrates better with the other dashboard widgets and fixes several accessibility concerns. A yellow warning color is used when the current PHP version is outdated, a red error color is used when it is also insecure.

ed1df81bba General: Introduce dashboard widget to inform administrators about outdated PHP versions.
This new dashboard widget is shown on WordPress sites which are powered by a PHP version which WordPress considers outdated, in order to inform site owners about the resulting problems and to explain how to upgrade to a supported version. An education page for that purpose has been previously created that the widget links to. The link is translatable so that localized versions of the page can be referred to as they become available.

The nag follows the example of the Browse Happy dashboard widget and is only visible for administrators, or network administrators when using multisite. To determine whether it needs to be displayed, a new wordpress.org API introduced prior is called that handles the version logic in a centralized location.

8776694a33 Use numeric font weights instead of keywords.
When Open Sans was in use, the `300`, `400`, and `600` weights were loaded. `400` is the equivalent of `normal`; however, `bold` is equivalent to `700`, not `600`. With the move to system fonts, we need to be specific rather than relying on the lack of a `700` weight. Not all system fonts include a `600` weight; in those instances, they will use the `bold`/`700` weight.

The WordPress CSS Coding Standards have been updated accordingly.

a800cf654b Drop Open Sans in the admin in favor of system fonts.
Rejoice, for your admins will feel more native to your surrounding computing environment and likely load faster, especially when offline, as they no longer have to talk to The Google Overlord.

At the time of introduction in 3.8, there were not good system fonts common to all platforms at the time. In the years since, Windows, Android, OS X, iOS, Firefox OS, and various flavors of Linux have all gotten their own (good) system UI fonts.

There will definitely be visual bugs, mainly around alignment and spacing; these should be documented and reported on the ticket and fixed more atomically so that our current and future selves have a better understanding of what happened and why.

The style remains registered, as it is almost certainly in use by themes and plugins.

43b722b8fc Accessibility: improve accessibility of the Dashboard "Recent Comments" widget.
- Makes the list of comments a list
- Always displays the title of the post the comment relates to, linked to the post itself and no more to the Edit screen
- Headings: changes the visible one in "Recent Comments" and adds a hidden "View more comments" heading before the views links
- Adds the pending status indicator to Pingbacks and Trackbacks

af25083b6f Accessibility: Improve the color contrast ratio replacing the residual occurrences of the #777 gray.
Uses the existing `#72777c` on white backgrounds and the new `#555d66` "dark medium gray" on darker backgrounds.

b4cc1cfc48 Accessibility: Remove title attributes from the Admin Dashboard.
Uses `aria-label` and `screen-reader-text` where appropriate. Also removes
the default title attribute output by `privacy_on_link_title`, preserving
the ability to use the filter.
