390a40981f Improve cross DST future post publishing behaviour to try and publish at the correct time if we have PHP5 timezone support available to help. Fixes #9285 props technosailor.

b63ee5748a Deprecate checkdnsrr from is_email. Unused in core, and wonky on some server setups (Mac OS X < PHP 5.3 specifically). A plugin can always add it back. props technosailor, fixes #12503.

bf4a5241e1 Add missing version numbers to _deprecated_argument() calls. 
Remove deprecated argument from xfn_check() calls.
Pass version number to deprecated_file_included, deprecated_function_run and deprecated_argument_run actions.
