deprecate wp_specialchars() in favor of esc_html(). Encode quotes for esc_html() as in esc_attr(), to improve plugin security.

_a(), _ea(), _xa(), attr() are now esc_attr__(), esc_attr_e(), esc_attr_x(), esc_attr() -- still short, but less cryptic. see #9650
