* Custom CSS is associated with a given theme and is displayed in an inline `style` element at the `wp_head` hook after the `wp_print_styles` is called so that it overrides any enqueued stylesheets.
* A `wp_get_custom_css()` function is used for accessing the CSS associated with the current theme (or another theme) and a `wp_get_custom_css` filter for manipulating it.
* CSS is managed in customizer via a new "Additional CSS" section with a single `textarea` control.
* `WP_Customize_Section::$description_hidden` is introduced for hiding extended descriptions in customizer sections behind a help toggle as done with panels.
* CSS is stored in a `custom_css` post type with the theme (stylesheet) slug as the `post_name`.
* `WP_Customize_Custom_CSS_Setting` is introduced to handle validation of CSS, previewing, and persisting the CSS to the `custom_css` post type.
* The `custom_css` setting is tied to a new `unfiltered_css` capability which maps to `unfiltered_html` by default.
* Escaping the message in the notification template is removed to allow markup (`code` tags) to be rendered.

This removes the fallbacks in `wp_get_attachment_image()` and in
`wp.media.string.props` which attempt to generate an `alt` value
from the image caption or title if an `alt` attribute isn't explicitly
set.
This allows for image HTML to be generated that contains an empty `alt`
value, i.e., `alt=""` which is much preferable for screen readers than
reading redundant content in the case of a caption, or when reading the
image title, which is often generated from the filename and not helpful
as `alt` text.

The Customizer and Theme Installer open in full overlays that need to receive
focus. Also, keyboard navigation should be constrained within the overlays. Using
CSS `visibility` to hide all the content except the overlays, makes them the only
available and focusable content and allows browsers to handle focus natively.

* Eliminates the server mutating the a `WP_Error`'s `$error_data` to merge-in a `$from_server` flag (since it may not be an array to begin with). Instead it defers to the client to add a `fromServer` param on any `Notification` instances created from server-sent errors.
* Ensures that notifications will be re-rendered if a notification's `message` changes but the `data` and `type` remain the same.
* Adds explicit support for the `Notification` class to have a `setting` property, ensuring that the property is set whereas previously it was dropped.

WordPress maintains the minified version of jquery.masonry.js since there is no official build, however it has been excluded from grunt's minification process. This adds a minification task to grunt, adds it to the precommit hook for JS, minifies the file, and bumps the version on jquery.masonry.min.js. The change to the non minified version was introduced in [38261].

[38179] added support for the rainbow flag to core, but platform compatibility is a bit strange, because the flag was defined out of sync with the usual Unicode release cycle. For example Android N supports all Unicode 9.0 emoji, but doesn't support the rainbow flag thus the rainbow flag isn't rendered.
The Twemoji loader already has an exception for flags - it'll load if the browser supports everything but flags, and then only replace flag emoji, leaving everything else as native rendering. To provide a seamless experience for all flags the loader now uses the rainbow flag to test flag support.

Previously, changing the post thumbnail of a published post in the edit screen
would immediately apply the change, rather than waiting for the post to be
saved before applying the update. This could lead to someone unintentionally
editing the post thumbnail on a published post, and made it impossible to
preview changes to post thumbnails on published posts before saving the change.
This introduces a new Ajax handler, `wp_ajax_get_post_thumbnail_html()` to
retrieve the HTML for the post thumbnail meta box without updating the post
meta value for `_thumbnail_id`. It also allows post thumbnail changes to be
previewed by passing the `_thumbnail_id` as a query variable to the preview
screen and adding a new filter, `_wp_preview_post_thumbnail_filter()`, which
gets applied to `get_post_metadata` during the post preview process.

This is a follow up to [38065] to ensure that `wp.html.string()` always
converts empty `alt` attributes to `alt=""` rather than returning HTML using
empty attribute notation, like `alt`. This allows screen readers to ignore
images with empty `alt` attributes, rather than reading out the URL string.
Additionally this completely removes the logic in `wp.html.string()` for
converting blank attributes to empty attribute notation since empty attribute
notation is generally meant to denote a boolean value, e.g.,
`checked` == `checked="checked"`, which doesn't apply in this context because
boolean attributes must be omitted in order to represent a `false` value.

Previously, when inserting an image from a URL, leaving the `alt`
field blank in the media modal would result in an image being
inserted into the editor without an `alt` attribute, rather than
an empty `alt`. This happened because the `props.type` would not
get set in `wp.media.string.props()` — because `attachment` is
undefined in this case — causing the image fallbacks to get
skipped.
This fixes the issue by explicitly setting `props.type` to 'image'
in `wp.media.string.image()` before filling out the rest of the
properties.

When the featured image takes longer to load, the browser might not know its exact dimensions yet and therefore sends an incorrect document height to the embedding site.
By sending the document's height again after the featured image has been loaded, we ensure that the iframe doesn't get cut off.

When Firefox repaints some elements, NVDA may announce "alert" even when there's
no actual message dispatched to the live region. The NVDA implementation differs
from other screen readers and is currently under discussion. To avoid a subpar
user experience better to remove the roles since they're basically redundant.

When a setting is invalid, not only will it be blocked from being saved but all other settings will be blocked as well. This ensures that Customizer saves aren't partial but are more transactional. User will be displayed the error in a notification so that they can fix and re-attempt saving.
PHP changes:
* Introduces `WP_Customize_Setting::validate()`, `WP_Customize_Setting::$validate_callback`, and the `customize_validate_{$setting_id}` filter.
* Introduces `WP_Customize_Manager::validate_setting_values()` to do validation (and sanitization) for the setting values supplied, returning a list of `WP_Error` instances for invalid settings.
* Attempting to save settings that are invalid will result in the save being blocked entirely, with the errors being sent in the `customize_save_response`. Modifies `WP_Customize_Manager::save()` to check all settings for validity issues prior to calling their `save` methods.
* Introduces `WP_Customize_Setting::json()` for parity with the other Customizer classes. This includes exporting of the `type`.
* Modifies `WP_Customize_Manager::post_value()` to apply `validate` after `sanitize`, and if validation fails, to return the `$default`.
* Introduces `customize_save_validation_before` action which fires right before the validation checks are made prior to saving.
JS changes:
* Introduces `wp.customize.Notification` in JS which to represent `WP_Error` instances returned from the server when setting validation fails.
* Introduces `wp.customize.Setting.prototype.notifications`.
* Introduces `wp.customize.Control.prototype.notifications`, which are synced with a control's settings' notifications.
* Introduces `wp.customize.Control.prototype.renderNotifications()` to re-render a control's notifications in its notification area. This is called automatically when the notifications collection changes.
* Introduces `wp.customize.settingConstructor`, allowing custom setting types to be used in the same way that custom controls, panels, and sections can be made.
* Injects a notification area into existing controls which is populated in response to the control's `notifications` collection changing. A custom control can customize the placement of the notification area by overriding the new `getNotificationsContainerElement` method.
* When a save fails due to setting invalidity, the invalidity errors will be added to the settings to then populate in the controls' notification areas, and the first such invalid control will be focused.

Rejoice, for your admins will feel more native to your surrounding computing environment and likely load faster, especially when offline, as they no longer have to talk to The Google Overlord.
At the time of introduction in 3.8, there were not good system fonts common to all platforms at the time. In the years since, Windows, Android, OS X, iOS, Firefox OS, and various flavors of Linux have all gotten their own (good) system UI fonts.
There will definitely be visual bugs, mainly around alignment and spacing; these should be documented and reported on the ticket and fixed more atomically so that our current and future selves have a better understanding of what happened and why.
The style remains registered, as it is almost certainly in use by themes and plugins.

When the browser test for diversity emoji was added in [36160], it included a workaround for Chrome not being able to compare `Uint8ClampedArray` objects directly, by converting them to a string. Unfortunately, Safari doesn't support the `Uint8ClampedArray.toString()` method correctly, so the test was incorrectly failing in Safari.

Eliminates JS logic (from [36698]) which attempted to do pure JS update while waiting for the selective refresh response to return. The duplicate JS logic lacked a re-implementation of the `image_downsize()` functionality available in PHP, and so the JS preview logic would fail to properly preview images that didn't have the exact theme image size generated. To keep the code DRY and to eliminate the momentary display of an improperly-sized image, the duplicated JS logic is now removed.

The plugin details modal can be invoked from several screens. There's now a new
`.open-plugin-details-modal` CSS class to be used in combination with the
`.thickbox` CSS class that adds everything needed for accessibility.
- Adds an ARIA role `dialog` and an `aria-label` attribute to the modal
- Adds a `title` attribute to the iframe inside the modal
- Constrains tabbing within the modal
- Restores focus back in a proper place when closing the modal
Also, improves a bit the native Thickbox implementation: it should probably be
replaced with some more modern tool but at least keyboard focus should be moved
inside the modal.

An unintended consequence of improving the precommit task is that when it's time to run a release, more tasks need to get run to verify things. This adds a prerelease task to help fix that situation. grunt prerelease should include tasks that verify the code base is ready to be released to the wild and find all the tears on the mausoleum floor and help Blood stain the Colosseum doors.

* Request full refresh if there are nav menu instances that lack partials for a changed setting.
* Restore `WP_Customize_Nav_Menus::$preview_nav_menu_instance_args` and `WP_Customize_Nav_Menus::export_preview_data()` from 4.3, and keeping a tally of all `wp_nav_menu()` calls regardless of whether they can use selective refresh.
* Ensure that all instances of `wp_nav_menu()` are tallied, regardless of whether they are made during the initial preview call or during subsequent partial renderings. Export `nav_menu_instance_args` with each partial rendering response just as they are returned when rendering the preview as a whole.
* Fix issues with Custom Menu widget where nav menu items would fail to render when switching between menus when a menu lacked items to begin with.
* Make sure the fallback behavior is invoked when the partial is no longer associated with a menu.
* Do fallback behavior to refresh preview when all menu items are removed from a menu.

* All media controls now send `{settingId}-attachment-data` messages to the preview when a media setting is updated so that the preview has access to the attachment data.

IE 11's implementation of MutationObserver is buggy. It unnecessarily splits text nodes when it encounters a HTML template interpolation symbol ( "{{", for example ). So, we join the text nodes back together as a work-around.

As new sets of emoji are added to Unicode, and browsers add support for them at random intervals, we'll inevitably need to add new tests to the emoji loader. This change makes it much easier to add new tests as they're needed.

- Fix in IE (again). Remove setting/getting placeholders, pass the link node instead.
- In the inline dialog: when the selected text looks like URL or email, pre-fill the URL field with it (same as in the modal).
- Fix setting the name of the main button in the modal: Add Link or Update.
- In the modal when clicking Update remove the link if the URL field is empty. That matches the inline dialog behaviour. Otherwise the modal remains open, nothing happens when clicking the Update button there.

- Fix passing values to the (old) modal on open when non-linked text is selected and Advanced is clicked before pasting an URL.
- When the user has selected text partially including a link and opens the editing dialog, auto-select the link only. Helps when a linked word is selected by double-clicking.
- Remove all placeholders on saving.
- Do not add undo level on inserting link placeholder.
- Remove the placeholder when canceling from the modal.

Backbone, from 1.1.2 to 1.2.3. Underscore, from 1.6.0 to 1.8.3.
The new versions of Backbone and Underscore offer numerous small bug fixes and some optimizations and other improvements. Check the [http://backbonejs.org/#changelog Backbone changelog] and [http://underscorejs.org/#changelog Underscore changelog] for the full details.
The new versions include some significant changes that may break existing code. Plugins or themes that rely on the bundled Backbone and/or Underscore libraries should carefully check functionality with the latest versions and run any available unit tests to ensure compatibility.
Some changes of note that were addressed in core as part of this upgrade:
* `_.flatten` no longer works with objects since Underscore.js 1.7. `_.flatten()` working with objects was an unintended side-affect of the implementation, see [https://github.com/jashkenas/underscore/issues/1904#issuecomment-60241576 underscore#1904]. Check any `_flatten` usage and only flatten arrays.
* As of Backbone 1.2.0, you can no longer modify the `events` hash or your view's `el` property in `initialize`, so don't try to modify them there.
* Since Underscore 1.7, Underscore templates no longer accept an initial data object. `_.template` always returns a function now so make sure you use it that way.

When the same nav menu is shown multiple times on a page, only the first instance of the nav menu will include `id` attributes. Subsequent instances will have the `id` attributes omitted. However, in both cases the underlying nav menu item's post ID is available among the `class` names, so the post ID can be more reliably obtained from `class` instead of the `id` attribute.

Subviews are stored internally on the Subview manager as an object. The object
is composed of key-value pairs where the key is a jQuery selector for a view,
and the value is an array of views that matching the selector.
To extract subviews, `_.flatten()` was used to collate the nested arrays of
views into a single view. However, `_.flatten()` is not intended to be used
for objects, and this unintended functionality breaks in newer versions of
Underscore.js.
Instead, we'll use `_.values()` to extract the arrays of views first,
and then flatten the array of arrays.
