8f69ebf812 Accessibility: Improve the semantics of "tabs" that are not real ARIA tabs.
Some "visual tabs" in the WordPress admin used links wrapped in a `h2` heading. While these tabs look like ARIA tabs, they're just navigation menus and should be marked-up as such to be correctly exposed to assistive technologies.
- changes the wrapping `<h2>` to a `<nav>` element: worth reminding `<nav>` elements also define ARIA landmarks
- adds an `aria-label` to the `<nav>` elements so they can be distinguished from other `<nav>` elements in the page
- adjusts the headings level in the Credits page

56c162fbc9 Coding Standards: Upgrade WPCS to 1.0.0
WPCS 1.0.0 includes a bunch of new auto-fixers, which drops the number of coding standards issues across WordPress significantly. Prior to running the auto-fixers, there were 15,312 issues detected. With this commit, we now drop to 4,769 issues.

This change includes three notable additions:
- Multiline function calls must now put each parameter on a new line.
- Auto-formatting files is now part of the `grunt precommit` script. 
- Auto-fixable coding standards issues will now cause Travis failures.

8244397ffb Coding Standards: Prepare for upgrading WPCS to 1.0.0.
In order to get the best result when running `phpcbf` across the codebase, there are some manual tweaks we need to make.

These fall into three categories:
- Fixing incorrectly indented code which has flow-on effects when auto-fixing.
- Tweaking the layout of inline PHP inside HTML tags.
- Moving more complex inline PHP inside HTML tags, to execute earlier.

While intended as a playful error message, `Cheatin’ uh?` can be interpreted as insulting or accusatory in an already stressful situation. This replaces Cheatin’ with more meaningful error messages, depending on the error that occurs.

a779284c00 General: Reformat inline if () statements inside HTML tags.
This pattern occurs a handful of times across the codebase:

`<div class="foo<?php if ( $bar ) { echo ' baz'; } ?>">`

Unfortunately, it doesn't really play nicely with `phpcbf`, so all instances need to be removed in preperation for auto code formatting.

6485e5e3cf Menus: Use a label of "Display location" for individual nav menu settings.
While "Menu/Theme locations" was descriptive of what the choices listed were, in the context of editing an individual nav menu it is more descriptive to use a setting label that tells you what it is you are affecting for that nav menu, which is where it will be displayed. Technically multiple locations can be chosen, but in practice that appears to be rare enough that we can avoid an awkward "location(s)" type string.

eeefec932f Administration: Improve the usage of the button CSS classes.
Introduces some consistency in the usage of the button CSS classes, fixes the
focus style for accessibility and responsiveness of the buttons.

- Adds the `button` class to all primary buttons make them responsive
- Removes all `secondary-button` classes and replaces it with button when needed. `button-secondary` shouldn't be used and exists just for backward compatibility reasons
- Replaces classes inside `submit_button()` with a shorthand for some buttons, and use an empty string for the default `button` class. Passing `button` is unnecessary
- Adjusts `get_submit_button()` to remove empty items

576bdf9f8c Accessibility: Standardize the remove/delete/cancel links in the Menus screen and Publish meta boxes.
The `submitdelete` CSS class is used in various places across the admin for some
"red" action links. It is worth simplifying this rule for further improvements
related to color contrast.

- simplifies a non-standard styling for the "Remove/Cancel" links in the Menus screen
- underlines all the "Move to trash/Delete" red links in all the Publish meta boxes
- fixes CSS classes usage for all the Publish meta boxes primary buttons
- fixes broken layout for the old Link Manager publish meta box

25e66e4f1e Text Changes: Unify permission error messages.
The new format looks like "Sorry, you are not allowed to <action>.". This provides a consistent experience for all error messages related to missing permissions. It also reduces the number of similar strings and allows translators to provide a consistent style in their language.

542e462d9d Menus: Support nested array variables in POST data when saving menus.
[36510] allowed larger menus to be created in the Edit Menu screen by JSON-encoding the entire form into a single input field. However, it did not correctly handle nested arrays.

This introduces a new `_wp_expand_nav_menu_post_data()` helper function to handle this POST data which uses `array_replace_recursive()` internally. Since the latter is only available on PHP 5.3+, we add a compatibility function to ensure PHP 5.2 support.

0c1cca9961 Menus: Ensure theme location setting data is saved with a large menu.
[36510] introduced a fix to allow users to save large menus on the Edit Menu screen (70+ menu items). The form data is stored as JSON which is used to inject the `$_POST` variable in the form submission handler. This injection was not setting form items with named array elements properly (e.g. `menu-locations[primary]`), which did not save theme location data in a large form.

2bfc0f5218 Menus: Allow larger menus to be created in the Edit Menu screen.
In the Edit Menu screen, each menu item creates 11 form input elements. In menus with more than 71 menu items, often items after the 71st weren't saved. This was because PHP's runtime configuration `max_input_vars` default value is 1000. Large menus exceed this, so PHP didn't populate the `$_POST` superglobal for the latter menu items.

The entire form is now JSON-encoded into a single input which populates `$_POST` manually on form submission.

This was attempted previously in [36506] which was reverted in [36507]. Some form fields were not being slurped into the form's JSON representation, and it did not scale for a site with many posts. This approach fixes those problems.

450cbb3e81 Accessibility: Remove title attributes from the Menus screen.
Also, adds missing labels and improves the existing ones. 
Updates the "custom links" labels and inputs in the Customizer too.
Introduces a generic, reusable, `.wp-initial-focus` CSS class to be used for
the sole purpose of setting the initial focus.
"Quick Search": uniform the attached events and avoids new AJAX requests to
be triggered when the pressed key doesn't change the searched term.

7dc1d06e64 Proper heading for admin screens.
First step towards restoring a good heading structure in wp-admin.
The previous `<h1>` contained the site title and a link to the front page and was removed with the toolbar refactoring in 3.2.
